P RE-SOLICITATION NOTICE: This is NOT a request for proposal. This synopsis is for a competitive service acquisition as required by FAR subpart 5.2. Vendors shall not submit proposals until the final solicitation is posted to this website. This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. The Marine Corps Installations Pacific, Regional Contracting Office Hawaii, intends to issue a 100% Small Business Set-Aside request for proposal (RFP), M00318-15-R-0001,for Defense Policy Review Initiative (DPRI) Support Services for Pacific area of responsibility. A separate written solicitation will be issued as a Request for Proposal (RFP) on or after 16 January 2015. The North American Industrial Classification System code is 541618 - Other Management Consulting Services. This procurement constitutes Contract Line Item Numbers (CLINs) 0001 through 0018 for the base year and CLINS 1001 through 1018 for one, 12-month option period. The anticipated award date for the resulting contract will be in June 2015 with an effective date of July 2015. The successful contractor will be selected using tradeoff process source selection processes in accordance with FAR 15.101-1, resulting in the best value for the Government. The solicitation will only be available at www.fbo.gov. No paper copies will be issued. Potential Offerors are responsible for monitoring this site for the release of the solicitation package. Interested parties should register online and subscribe to receiving procurement announcements related to this solicitation. To be eligible for award of a Government contract you must be registered in the System for Award Management (SAM) in accordance with FAR 52.204-13. DUNS, TIN, and CAGE Code must be written on submitted proposal. Registration is accomplished via the SAM website at https://www.sam/gov. Instructions will be included in the Addendum to FAR 52.212.1 of the solicitation document. It is important to read the solicitation in its entirety because there are dates and terms and conditions that must be met by prospective Offerors in order for the proposal to be considered responsive. Offers must be received no later than 0800, Hawaii Standard Time of solicitation closing date. The closing date will be identified in the solicitation issued.
