Description

THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY!!!!. THIS IS NOT A REQUEST FOR PROPOSAL. Seeking interested and qualified Service Disabled Veteran Owned Small Business (SDVOSB) prime mechanical contractors ONLY to perform the following scope of work that involves Mechanical above building and underground chilled water line installations. The work is to be performed at Phoenix Arizona VA Health Care System, 650 East Indian School Road facility in Phoenix, Arizona 85012. Work to be performed will be within the North American Industry Classification System (NAICS) Sector 238220, Mechanical Contractors, with a small business size standard of $15 million. This project will require specialized trade construction requirements of this project of 25% labor costs of this project in accordance with VAAR 852.219-10 PERCENTAGE OF SELF PERFORMED WORK your firm can commit to accomplishing construction with in-house (not subcontracted) labor to meet the work requirements of this project. The campus consists of numerous buildings spread out over an active urban campus setting where above building chilled water line demo and replacement work is to take place. This requirement will also include trenching and installation of large pipe underground chilled water lines through a heavily used main campus parking area to a number of outer campus buildings. Mechanical contractor selected for this work scope will also be responsible for some existing line demo, structural modifications for new above building piping, and minor roofing repairs where required. It is not expected that hazardous materials will be encountered during this project, however Phoenix VA anticipates including historical sampling data of any construction area where it may be encountered during this project Mechanical commissioning services to include reviewing the commissioning test procedures, witnessing commissioning functional testing, reviewing the final commissioning record and making required adjustments of this newly expanded Chilled Water line system will be required under this pending solicitation. The project magnitude for a future construction project on this campus as a result of this completed master plan effort would be between in the VAAR 836.204 (g) Construction Magnitude Range of $2,000,000.00 to $5,000,000.00. Contractors are required to be currently valid and registered in Vetbiz system at https://www.vip.vetbiz.gov/ and System for Award Management (SAM) at https://www.sam.gov/index.html/#1 Request interested firms respond to this notice and provide the following: (a) Identify your FIRM'S INFORMATION [name, address, phone number, CAGE code]; (b) Provide a CAPABILITY STATEMENT [including a summary of relevant, recent (within the last three fiscal years) performance history of specific similar above ground and underground new Chilled Water Line installations(identify the contract/project number, project title, dollar amount, point(s) of contact with telephone/fax numbers, and in what capacity (prime, subcontractor, etc.) you performed)]; (c) Confirm your BONDING CAPABILITY (the minimum anticipated for this work action would $10 million); (d) Identify the PERCENT OF SELF PERFORMED WORK your firm can commit to accomplishing construction with in-house (not subcontracted) labor to meet the specialized trade construction requirements of this project of 25% labor costs of this project in accordance with VAAR 852.219-10. This request for information (RFI) notice is issued for planning purposes only and will not be released outside the agency. This is not a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or award a contract. Responses to this notice will assist the Government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. Submissions must be submitted to the primary point of contact specified below and received no later than 4:30 p.m., Arizona Time, on 23 January 2015.
