Description
(Subject Continued) Concrete Batch Plant The U.S. Army Corps of Engineers intends to initiate a Firm Fixed Price (FFP) negotiated modification to add multiple options for concrete production and delivery to Contract W911WN-14-C-0003 (the Contract) awarded to Joseph B. Fay Company (Fay), 100 Sky Lane, Tarentum, PA 15084-2807. The Contract is for the construction of Monoliths M-22 to M-27, Charleroi Locks and Dam River Chamber. The proposed contract modification will add multiple options to the Contract to produce and deliver up to 55,000 cubic yards (cy) of concrete at a Government Owned Contractor Operated (GOCO) batch plant. Under the Contract, Fay is required to operate the GOCO batch plant to produce approximately 28,000 cubic yards of concrete and build six middle wall concrete monoliths (M22-M27). The batch plant is the only source for concrete production and delivery for the Charleroi Locks and Dam project. If the Charleroi River Chamber Completion Contract (RCCC) is awarded in FY15, as anticipated, there will be a logistical conflict between Fay and the RCCC contractor since both Fay's Contract and the RCCC will require the use of the GOCO concrete batch plant. It would be impossible for two different contractors to operate the GOCO batch plant at the same time. The batch plant does not have the storage capacity to accommodate multiple material stockpiles (cement, pozzalons, stone, sand, admixtures, etc.). It would be impossible to track and administer material supply, material usage, operation, cleaning, maintenance, and environmental controls if multiple contractors shared the operation of the batch plant. The proposed contract modification would resolve this conflict in advance by adding multiple options to Fay's contract to produce and delivery up to 55,000 cubic yards of concrete to the RCCC contractor. The 55,000 cubic yards of concrete is for construction of monoliths M1-M7 and M11-M16, plus a contingency amount in the event the contracts overlap longer than anticipated or the RCCC contractor's construction proceeds faster than anticipated. Upon completion of Fay's Contract, the RCCC contractor will take over the GOCO batch plant and produce the quantity of concrete needed to complete the RCCC.
