- Draft SOW SOURCES SOUGHT NOTICE (SSN) THIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE CENTERS FOR MEDICARE & MEDICAID SERVICES (CMS) TO AWARD A CONTRACT NOW OR IN THE FUTURE. THIS IS STRICTLY MARKET RESEARCH TO ASSIST IN DETERMINING THE APPROPRIATE ACQUISITION STRATEGY TO OBTAIN CONTRACTOR SUPPORT SERVICES TO PERFORM THE SAME OR SIMILAR REQUIREMENTS TO THOSE DESCRIBED IN THIS NOTICE AND THE ATTACHED DRAFT SOW. RESPONSES TO THIS SOURCES SOUGHT NOTICE (SSN) SHALL BE THE SUBMISSION OF A CAPABILITY STATEMENT; SUBMISSIONS IN RESPONSE TO THIS SOURCES SOUGHT ARE VOLUNTARY. THE GOVERNMENT IS NOT OBLIGATED TO AND WILL NOT PAY FOR ANY INFORMATION RECEIVED FROM POTENTIAL SOURCES AS A RESULT OF THIS SYNOPSIS. RESPONSES TO THE SSN WILL NOT BE RETURNED AND RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE REVIEW OF THE RESPONSES. Probable Fraud Pilot Project Department of Health and Human Services, CMS, Centers for Program Integrity Contracting Office Location 7111 Security Boulevard Baltimore, MD 21244 Contract Performance Location: Miami Florida The Product Service Code (PSC) for this requirement is R499. The NAICS for this requirement is 541990 with a size standard of $15 million. All capable small businesses are encouraged to respond. General Information This is a market research tool being used to determine potential and eligible small business firms that are capable of providing same or similar services to the requirements described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Only small businesses are requested to respond to this SSN, large business submissions will not be reviewed. The Government retains the right to procure these services through any means which is in the best interest of the Government. It is the responsibility of the potential offerors to monitor appropriate internet sites, to include; FBO, GSA, etc., for additional information pertaining to this requirement. Project Background In collaboration with the Office of the Assistant Secretary for Planning and Evaluation (ASPE), the Center for Program Integrity (CPI) is developing the first nationally representative estimate of the extent of probable fraud in home health by conducting the Probable Fraud Measurement Pilot (PFMP). The pilot shall estimate the incidence of probable fraud in the Medicare fee-for-service program in the service category of home health care. The goal of this Pilot is to describe an approach to estimate the fraction of Medicare payments for home health services that exhibit behavior consistent with fraudulent activities. The purpose of the pre-test and the subject of this SOW is to conduct a pre-test of the larger pilot, in order to test the instruments, procedures, and methods in order to ensure that the design is sound and replicable to a larger study. Instructions/Requirements for Submitting SSN Responses to CMS Interested parties having the capability and expertise necessary to perform the stated requirements outlined below are requested to submit capability statements via email to Samuel.Gobrail@CMS.hhs.gov. Please email responses on or before 12:00 Noon (Eastern Standard Time) January 28th, 2015. Please limit responses to no more than 10 pages. CMS software standard is MS Word. Therefore, responses should be submitted in a Word or Word comparable document. Page size should be 8.5 by 11 inches, using 12 pt. font and standard margins. CMS requests that respondents specifically address each question identified below. In general, while this SSN is not a request for a technical proposal, respondents should provide enough information for CMS to make a determination as to the capability to perform the same or similar work. Although it is not necessary to address within capability statements, interested vendors and teaming partners, should be aware of any potential, actual, or perceived organizational conflicts of interests. Any real or potential conflicts must be sufficiently mitigated prior to contract award. For further guidance, refer to the Federal Acquisition Regulation, Part 9.5. Capability Questions Contractors must submit a cover page and respond to all the following questions (please provide examples, where applicable), by indicating your capabilities as well as the scope and extent of your experience performing these requirements. Responses will be reviewed for content that demonstrates both capability and experience. 1. Cover Page (Not included in the 10 page limit) a. Company Name b. Company Address c. DUNS Number d. Type of company (e.g., small business, 8(a), veteran-owned small business, service- disabled veteran owned small business, HUB Zone small business,, and/or women owned small business) as validated via the System of Acquisition Management (SAMs) f. Company Point of Contact - Name, Phone and Email address g. Point of contact, phone and email address of individuals who can corroborate the demonstrated capabilities identified in the responses. 2. Capability Review Questions (Vendors are requested to provide specific examples of most recent experiences as they relate to the scope demonstrating capability and expertise to perform the services outlined in this announcement, specifically demonstrating competency and how your organization operationalized the task(s). Vendors are also requested to provide, when available, contract numbers, contract value and type, where your firm acted as the prime vendor or a subcontractor with government points of contact): a. Has your company ever completed an effort of similar size and scope (administering interviews or surveys to members of the public)? If so please describe the project, the success of failure of the project, contract number if available, and any past performance ratings, if available? The scope of this project, as detailed in the Statement of Work, is for several hundred in-person interviews over a period of several weeks. Your experience should be comparable in terms of type of work (in-person interviews), size (several hundred), and in length of time (over a period of a few weeks). b. Has your company ever conducted a project that involved some type of investigatory work in the healthcare arena? If so, please describe in detail your experience performing investigatory work in the healthcare arena. This could include survey or certification work, medical documentation review, health care fraud investigations, etc. If this experience is available through a teaming arrangement, provide proof that the arrangement has been established along with data supporting their experience with this skill set. c. Describe your company's experience (or specific employee experience) and capabilities in working in a multi-cultural environment (specifically, working with the Hispanic culture in the Miami, Florida geographical area or similar region). d. Please describe your ability to serve as the prime contractor in the performance of this requirement and perform at least 50 percent of the cost of the contract incurred for personnel with its own employees (52.219-14 Limitations on Subcontracting).
