Description
Revised PWS to shorten length of event to 2/12/15 - 2/21/15, reduce sleeping rooms, remove No Host Dinner, reduce refreshments. (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)This solicitation document, HQ0013F1ATDS4349AL02, is issued as a Request for Quote (RFQ). Under this requirement, the Defense Security Cooperation Agency (DSCA) intends to award a commercial, firm fixed price contract. (iii)This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-76, Effective August 25, 2014. It is the responsibility of the Offeror to review the web page for notice of amendments, updates or changes to the solicitation. (iv)This solicitation is issued under FAR Part 13-Simplified Acquisition Procedures. This requirement is to provide conference space, AV equipment, Refreshments, no host dining and lodging for approximately (31) guests from 12 - 21 February 2015. Please see the attached performance work statement (PWS) for specific requirements. The applicable North American Classification System (NAICS) code is 721110, Hotels (except Casino Hotels) and Motels. The small business size standard is $32.5 million. (v) Specifics. The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation. The conference services provided under the Line Items will support the Defense Security Cooperation Agency Afghanistan PMR Conference. (vi) DSCA intends to purchase the services under the following Contract Line Item (CLIN): CLIN SERVICE QUANTITY UNIT UNIT PRICE TOTAL 0001 Refreshment Breaks 350 Each AM/PM breaks (Section 5-C of PWS) 0002 Audio Visual Equipment (Section 5-F of PWS) 0002AA U-Shape rooms 1 Cost 0002AB Office 1 Cost 0002AC Classroom 1 Cost 0003 Conference Space 1 Cost (Section 5-B of PWS) 0004 Parking Passes 10 Each (Section 5-G of PWS) Daily Parking 0005 Dining room (Exhibit A-2) 1 Each (Location to host luncheon) 0006 Manpower Reporting 1 Each NSP (Not Separately Priced) GRAND TOTAL __________________________ NOTE: All prices MUST include all applicable fees, gratuities, and service charges. THE FEDERAL GOVERNMENT IS TAX EXEMPT. ***Lodging required at same venue for 31 rooms per night for a total of 217 room nights from during 12-21 February 2015 and will be paid by each individual. Room rate to include Wi-Fi*** (vii) The Contractor shall perform the required services at the Contractor's facility. The selected venue should be located in Virginia near Crystal city and must be no further than.75 miles from the Defense Security Cooperation Agency, located at 201 12th Street South, Arlington, VA and no more than.75 miles walking distance to a metro station and several full service restaurants for the participants. (viii) The Government will not execute any contract other than with the facility or venue proposed to hold the event and provide accommodations. Any offer from a source other than the hotel or lodging venue itself must include written evidence that the offeror is currently authorized to submit binding proposals on behalf of the venue whose accommodations and/or facility are being offered. Offers that fail to provide such evidence shall be deemed technically unacceptable and will not be considered for award. Any offer which requires the Government to execute an agreement that renders a hotel or facility provider as a third party or for lodging/hotel accommodations that cannot be provided at offerors facility shall be deemed technically unacceptable and will not be considered for award. (ix) Clauses and Provisions. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. FAR 52.252-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows. (x) TECHNICAL SUBMISSION GENERAL REQUIREMENTS. In its response, the contractor submitting a quote must provide a single Point of Contact for the event, alongside details regarding his or her responsiveness, general knowledge of event hosting, and availability both during planning and execution phases of the event. Planning phase will begin immediately upon contract award. Furthermore, each quote must address Contract Requirements one (1) through five (5) according to the following technical and price factors: Factor 1 - Quality of Services and Amenities Factor 2 - Price Factor 3 - Cancellation and Modification Policies Factor 4 - Past Performance A. Factor 1 - Quality of Services and Amenities. Submission Requirements. Quotes shall provide descriptive literature to include information on the services and amenities of hotel. At a minimum, quotes should specifically address each lettered sub-requirement listed under the five main Contract Requirements (i.e. quotes should clearly confirm availability of on-site parking as stated in Contract Requirement 1H). Quotes shall also provide information on local dining options and transportation facilities including shuttles and metro access, B. Factor 2 - Price. Submission Requirements: Quotes shall provide an itemized price schedule for all five Contract Requirements associated with this solicitation, to include lodging rates offered to guests but paid outside of this contract. C. Factor 3 - Cancellation and Modification Policies. Submission Requirements. Quotes shall provide its hotel cancellation policy and detail on all associated fees. Failure to provide the cancellation policy may permit the Government to cancel the requirement either in whole or in part at no cost to the Government. Specifically, quotes shall provide information on proposed cancellation or modification policies as they relate to the event's Contract Requirements. D. Factor 4 - Past Performance. Submission Requirements. Contractors shall provide past performance information (e.g. letters of recommendation, customer evaluations, etc.) indicating the quality of hotel performance and service during the past year. Additionally, quotes shall provide at least one reference for which the hotel provided services for a group similar in size to the proposed group within the past year. Contact information shall include the name, e-mail address and phone number of each reference. Past performance information greater than one year will not be considered. EVALUATION METHODOLOGY. Contract award will be made to the lowest evaluated price meeting or exceeding the minimum acceptability standards for non-cost factors. Proposals will be evaluated on an "acceptable" or "unacceptable" basis. Proposals will be evaluated for acceptability, but not ranked using the non-priced factors/sub-factors. In order to be considered awardable, there must be an "acceptable" rating in every non-priced factor/sub- (xi)Provision at FAR 52.212-3, Alt1 Offeror Representations and Certifications Commercial Items, Alternate I applies. Offerors shall be registered in the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Also in accordance with the clause, all prospective Offerors must be actively registered in the Central Contractor Registration prior to award. (xii)Submission Requirements: Offerors shall provide descriptive literature to include information on the services and amenities of hotel, availability of parking passes, and the location of the hotel to the DSCA, metro station and restaurants. Provide sample Menu choices for No Host Luncheon and Lodging Rate for participants. (Wi-Fi include in room rate). Offerors shall provide past performance information pertaining to the facility(e.g. letters of recommendation, customer evaluations, etc) indicating the quality of hotel and service during the past year. The past performance information pertaining to the venue shall also include at least one reference from a group for which they provided services similar in scope to that of this upcoming DSCA FMR event. The Offeror shall include the name, e-mail and phone number for all references. Past performance pertaining to the venue must be from recent events (within the past year) held at the Offeror's facility. Offeror shall provide their cancellation policy and associated fees with the price submission and identify the applicable early and late checkout terms and conditions for the group. Include FEMA# and confirm compliance with the following Acts: -ADA Act, PL 101-336 (42 USC Section 12101 et.seq.) -Hotel & Motel Fire Safety Act of 1990 Offers shall be submitted by 15 January 2015, no later than 12:00pm EST using the pricing schedule provided in this combined synopsis/solicitation.
