Description
REQUEST FOR INFORMATION (RFI) FOR: Enhanced LORAN (eLORAN) RECEIVERS FOR ARMY PLATFORMS THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND SHALL NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR PROPOSALS, QUOTES OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. AFTER REVIEWING THE DESCRIPTIONS CURRENTLY POSTED TO FEDBIZOPS, INTERESTED CAPABLE VENDORS ARE INVITED TO PROVIDE RESPONSES. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH THE SUBMISSSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR REPONSES. Additionally, your response will be treated only as information for the Government to consider. As previously stated respondents will not be entitled to payment for direct or indirect costs that are incurred in responding to this RFI. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Performance Work Statements and/or Statement of Objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly. Synopsis: 1.Overview This Request for Information (RFI) provides an outline for the potential use of eLoran stand-alone and integrated receivers in Army and other Department of Defense (DoD) maritime, aviation, and/or vehicular platforms and for position & timing purposes. As part of the Assured Positioning, Navigation and Timing (APNT), program effort, the Army is investigating the potential benefits from utilizing eLORAN quote mark signals of opportunity quote mark to aid in developing PNT solutions for the warfighter. Thus, the Army is interested in leveraging the recent technology development efforts in the industry mainly for adding eLoran capabilities into Army APNT solutions. 2.Technical Information The Army is interested in stand-alone or integrated (with GPS) eLoran receivers. The primary technical areas the Army would be interested in include: Current eLoran receiver(s) oSize, Weight, & Power - Cost (SWaP-C) considerations for a stand-alone receiver oSWaP-C considerations for an integrated GPS & eLoran receiver oConsiderations for a Maritime version oConsiderations for an Aviation version oConsiderations for a Vehicular version oConsiderations for a Timing version oPotential benefits of one way messaging capabilities using the eLORAN Data Channel oAntenna considerations, e.g., e-field & h-field antennas oOrientation benefits/capabilities from single signal reception with zero velocity of receiver oSignal tracking in environments where GPS would be unavailable such as indoors, underwater, & urban environments. oHow quickly a demonstration of receiver functionality could be made available oProvide Rough Order of Magnitude (ROM) on per unit receiver costs assuming order quantity of 50,000 units Given a five year development effort oInterest of industry in developing integrated eLoran/GPS receiver if the DoD were to consider eLoran as a PNT source/signal of opportunity oProvide industry view on the art of the possible for receiver design addressing each of the version types listed above oPotential benefits of one way messaging capabilities oAntenna considerations, e.g., e-field & h-field antennas oOrientation benefits/capabilities from single signal reception with zero velocity of receiver oSignal tracking in environments where GPS would be unavailable such as indoors, underwater, & urban environments. oHow quickly a demonstration of receiver functionality could be made available oProvide ROM on per unit receiver costs assuming order quantity of 50,000 units As the industry's eLoran development efforts proceed further, the Army will look for a best solution in terms of the performance, SWaP, cost, and schedule. The Army seeks information from industry on eLoran technologies and products deemed applicable to the Army platforms. Respondents please advise if your company has developed Loran-C or eLORAN receivers in the past and/or if you are marketing eLoran receivers today in foreign markets such as Europe or the Far East. 3.Requested Information Interested companies who believe they are capable of providing all or part of the information requested above are invited to indicate their interest by providing: 1.Company Information to include: a.Company name b.Company address c.CAGE code [if applicable] d.Business Point of Contact (POC) name, e-mail address, and telephone e.Technical Point of Contact (POC) name, e-mail address, and telephone 2. Assumptions should be clearly identified. 3.Proprietary and other sensitive information should be so marked with requested disposition instructions.
