Description
I recommend that the NASA Shared Services Center negotiate with the Air Traffic Control Association (ATCA) only for calendar year 2015 (period of January 1, 2015 to December 31, 2015): 100 copies of Air Traffic Control Quarterly publications and ATCA yearly membership for 26 NASA employees. The cost of the quarterly publication is $XXXXXXX and the cost of the membership fees is $XXXXXXX, for a total estimated cost of $XXXXX. The estimated period of performance is January 1, 2015 through December 31, 2015. The Air Traffic Control Quarterly is a quarterly journal of peer-reviewed and selected technical articles on air traffic control subjects, authored by noted Air Traffic Control (ATC) experts from leading research and academic organizations around the world. This publication includes quantitative studies, results of original research, reports on innovative applications of ATC and related technologies, and analyses of ATC operations. Among subjects addressed are ATC operations, automation, operations research, communications, navigation, surveillance, human factors, free flight, wake vortex, aviation weather, and air traffic management. This publication is designed to serve as a resource for ATC engineers, scientists, and research and operations specialists. Membership in ATCA offers many benefits, such as: participating in ATCAs International Technical Conference and Exhibits, which allow a forum for discussion of key issues that affect the future of the Global ATCA System in venues outside of the US; participating in ATCAs Annual Conference and Exposition, which provides each member with the opportunity to express views to ATCAs officers and Board; and participating in national/international symposia addressing various aviation-related subjects. Membership in ATCA also enables members to receive the ATCA Bulletin, ATCAs monthly newsletter which contains reports on national/international ATC developments of interest and timely information on ATCAs activities and news affecting the associations membership. Membership also includes the ATCA Journal of Air Traffic Control which contains scholarly articles and news reports of significant advances, developments and techniques of interest in the field of air traffic control. An additional benefit is the products of ATCA's coordination/collaboration with the Department of Commerce, the Federal Aviation Administration, and the U.S. Trade and Development Agency regarding export of U.S. aviation-related products to satisfy international civil aviation requirements. This recommendation is made pursuant to Federal Acquisitions Regulation (FAR) 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1. This procurement is to purchase membership in ATCA for 26 NASA employees and to obtain 100 copies of a quarterly publication provided only by ATCA that supports the NASA Aeronautics Research Mission Directorates (ARMDs) program and project research efforts. 2. These publications, as well as the memberships, are necessary for ARMD researchers to remain current on technical activities within the air traffic control arena. 3. The membership into ATCA offers opportunities to interact with U.S. and worldwide air traffic control personnel and exchange experience and expertise in the air traffic control field and experience in conducting studies and analyses focusing on global ATC system developments. 4. The ATCA provides member pricing on these publications which are not available from any other known source. Non-member pricing is higher.The NASA membership renewal will allow this discounted price on the publication through December 31, 2015. Publications are priced $XX per copy. The ATCA offers discounted pricing to Government and Military Organizations for up to 7 members at a rate of $XX, and additional memberships at a rate of $XX each. Pursuant to FAR 5.101(a) (1), the proposed contract action will not be published on the NASA Acquisition Internet Service (NAIS) and Governmentwide Point of Entry.
