Description
The National Park Service (NPS) will issue a prospectus for solicitation of offers for a 10 year concession contract to provide for Lodging, Food and Beverage, Retail, Transportation, and Other Services at the Mammoth Cave Hotel within Mammoth Cave National Park. The Director, pursuant to 36 C.F.R. Part 51, has determined the existing Concessioner is NOT a preferred Offeror for the Contract to be awarded. As an attraction, Mammoth Cave predates all national parks in the United States: historic records report that people first started visiting the cave in 1816, and it became internationally known by the mid-1800s. Congress authorized Mammoth Cave National Park on May 25, 1926. The purpose of Mammoth Cave National Park is to preserve the cave system, including Mammoth Cave, the scenic river valleys of the Green and Nolin rivers, and a section of south central Kentucky for recreational use, particularly the hilly country north of Green River. The Park contains the longest recorded cave system in the world with more than 400 miles explored and mapped. The Park was designated a World Heritage Site on October 27, 1981, and became the core area of an International Biosphere Reserve on September 26, 1990. The Concession Business Opportunity is comprised of Lodging, Food and Beverage, Retail, Transportation, and Other Services: The Concessioner will operate the Mammoth Cave Hotel which includes the Sunset Terrace Lodge, the Historic Cottages, and the Woodland Cottages, a full service dining room and a new fast casual facility, a gift shop located in the Mammoth Cave Hotel offering merchandise and Kentucky-made crafts. Additionally, the Concessioner will operate the Camper Store at the Service Center Complex, which provides grocery, camping supplies, and convenience items. The Concessioner also currently operates eight buses to transport approximately 42 percent of cave tour visitors from the visitor center to various cave entrances. Other required services include vending, kennels, and public shower/laundry services within its facilities. Gross revenues from 2010-2012 have been between $3,814,646 and $3,990,194. A site visit will be held on February 4, 2015 at Mammoth Cave National Park. The site visit will be an opportunity for all interested parties to get an overview of the concession operation along with a tour of Concession Facilities associated with the Draft Contract. Questions related to the Prospectus must be submitted in writing, via email to Bruce Powell, Deputy Superintendent, Mammoth Cave National Park, at bruce_powell@nps.gov, no later than Thursday, February 12, 2015. All proposals, including that of the existing Concessioner, must be received by the National Park Service, Attn: Mark Morgan, Concessions Management Specialist, Southeast Region, NPS, AFC, 1924 Building, 100 Alabama Street, S.W., Atlanta, GA 30303 no later than 4:00 p.m. EST on Wednesday, April 15, 2014, in order to be evaluated and considered for an award of a concession contract. The prospectus describes the business opportunity and includes the terms and conditions under which the NPS will award the concession contract. The prospectus is available on the NPS website at http://www.concessions.nps.gov/Prospectus.cfm, or you can receive a hard copy for $40.00. To request a copy of the prospectus, send a check for $40.00 payable to the National Park Service to Mark Morgan at the address listed above. This amount includes an administrative charge and Fed Ex shipping fee for each prospectus. Please include a physical address (no post office box) and telephone number. You may also pick up a printed copy at the Superintendent's Office at Park Headquarters for $35.00 (checks only). No telephone requests for the prospectus will be honored. MODIFICATION #1 Modification No. 1 to Solicitation MACA002-16, A Concession Business Opportunity for Lodging, Food and Beverage, Retail, Transportation, and Other Services at Mammoth Cave National Park An error found in the Draft Contract has been corrected. Page 1, IDENTIFICATION OF THE PARTIES The corrected version has deleted all references to the Commonwealth of Kentucky. Concessioners do not need to be incorporated in the Commonwealth of Kentucky. The revised draft contract is available on the NPS Commercial Services website at http://www.concessions.nps.gov/maca002-16.htm Additionally, the site visit is scheduled for Wednesday, February 4, 2015, at 1:00 PM. All participants are asked to meet in the hotel lobby and be ready to start no later than 1:00 PM. Please remember to RSVP with Deputy Superintendent Bruce Powell at least one week in advance.
