RMACC DISTRICT MAP SOURCES SOUGHT SYNOPSIS FOR REGIONAL MULTIPLE AWARD CONSTRUCTION CONTRACT (RMACC). THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS A MARKET RESEARCH TOOL BEING USED TO IDENTIFY POTENTIAL SMALL BUSINESS (INCLUDING SMALL DISADVANTAGES BUSINESSES, 8(A) FIRMS, WOMEN-OWNED SMALL BUSINESSES, SMALL DISADVANTAGED VETERAN OWNED SMALL BUSINESSES, HUBZONES CAPABLE OF PERFORMING THESE CONTRACTS IN THE TEN AREAS IDENTIFIED IN THE ATTACHED MAP. THE ANTICIPATED PRICE RANGE FOR TASK ORDERS ON THIS RMACC IS $3 THOUSAND TO $5 MILLION. IT IS ANTICIPATED THAT EACH AREA IDENTIFIED IN THE MAP WILL HAVE AN RMACC WITH A DURATION RANGING FROM 5 TO 7 YEARS ICLUDING BASE AND OPTION YEARS AND A PRELIMINARY ESTIMATED AGGREGATE CAPACITY RANGING FROM $50 MILLION to $200 MILLION OR MORE. THE FOLLOWING IS THE ANTICIPATED GENERAL SCOPE FOR THE SOLICITATION: The purpose of this solicitation is to solicit a Regional Multiple-Award Construction Contract (RMACC). The Contractor will perform standard construction, design/build, design-bid-build contracts for general construction, marine construction, demolition, and historical restoration. Construction, repairs, and alterations for the Department of Homeland Security (DHS) in any of the 50 United States and its territories. Initial contracts will be competitively solicited and awarded regionally (by District as shown on the attached map) with separate consideration for Puerto Rico, U.S. Virgin Islands, & Hawaii. Task orders will range from $3,000 to $5 million. All orders will be solicited on a competitive basis among the firms in the respective district, except for emergent work or other FAR 16.5 exception. It will allow DHS-wide utilization. It is anticipated that regional awards will include Small Business (SB), HUBZone companies, 8(a) companies, Woman-Owned Small Business, Small Disadvantaged Veteran-Owned Small Businesses (SDVOSB), and Small Disadvantaged Businesses (SDB). Contractor selection will be based on Best-Value source selection. DISTRICT 5: Pennsylvania, Delaware, Maryland, Virginia, & North Carolina (including portions of New Jersey and Washington D.C.). DISTRICT 7: South Carolina, Georgia, & Florida. DISTRICT 7.5: Puerto Rico and U.S. territories in the Caribbean DISTRICT 8: Alabama, Tennessee, West Virginia, Kentucky,, Mississippi, Louisiana, Arkansas, Missouri, Iowa, North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Texas, New Mexico, Colorado, & Wyoming (including a portion of Pennsylvania).
