This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain subject matter feedback for project planning purposes. Your responses to this RFI will assist the Government in determining whether the work should be contracted out and, if so, the appropriate procurement method. The U.S. Nuclear Regulatory Commission (NRC) in Rockville, Maryland is conducting a Market Survey to determine the capability and expertise of businesses to provide an enterprise wide video teleconferencing services. The NAICS Code is 334220 with a Size Standard of 1,000 Employees. Introduction: NRC seeks to modernize and streamline its current video teleconferencing (VTC) environment which consists of VTC endpoints located in six (6) geographically dispersed locations. The purpose of this RFI is to gauge the capabilities of the vendor community to provide both equipment and services to the NRC. Specific Information as to the functionality sought is listed below. Background: The NRC currently operates multiple VTC systems, consisting of a mix of Cisco and Polycom VTC equipment, to provide service to six (6) geographically separate locations. The systems use ISDN for internal and external VTC. It is the NRC's intent to transition from ISDN to IP. Current room systems are broken out by small/medium (less than 20 users) and large (greater than 20 users). The NRC is deploying Microsoft Lync 2013 in the first quarter of calendar year 2015. All NRC workstations (approximately 5,500) will have full Lync capabilities (instant messaging, presence management, voice, video and desktop/application sharing). ________________________________________ Product and/or Service Information: 1) Given the NRC's current inventory and environment, what products would you provide or services would you perform to consolidate and modernize the current VTC environment while leveraging existing technology currently in place at the NRC to the largest extent possible? 2) Please provide a proposed infrastructure design to address VTC service requirements across the enterprise. This design should be approached from an enterprise level. 3) Do you currently provide or support any products, solutions, or implementations at the NRC today? If so, please describe. Costs and Fees: 4) Please provide a copy of your pricing list for the equipment, software and services that you would like to propose; if it is available via the Federal Supply Schedules, please include a copy of your GSA Schedule pricing in your response to this RFI. 5) Please differentiate between one-time expenses for hardware, software and services and recurring or ongoing expenses. 6) Please provide an estimated annual cost of service. Please differentiate between costs for installation and ongoing (recurring) costs of maintaining the system. Implementation: 7) Please provide a sample implementation plan, including the average time it would take to deploy your solution at NRC and have a functioning capability in place. 8) Please provide references for implementations of this nature that you have supported for other government and non-government agencies and organizations. Security and Security Management: 9) Please describe the security management features available with your product and/or services. Note, all products and services, premise or cloud based, must adhere to applicable DISA Security Technical Information Guides (STIGs), Federal Information Security Management Act of 2002 (FISMA) standards and any other federal law, regulation or guidance as applicable to the products or services being proposed. Services/Support: 10) Please provide an overview of your professional services/consulting services supporting the implementation of your products. a. What type of consulting services do you offer? b. What types of training do you provide for your products and/or services? c. What types of support are available for your product? Standards Compliance: 11) Does your product support Federal government usability and accessibility requirements as described in Section 508 of the Rehabilitation Act? Technical: 12) What VTC endpoint connectivity methodologies and/or architectures would you recommend to tie NRC HQ, the Technical Training Center (TTC) in Chattanooga, TN and the Regional Offices together? 13) Please describe the different roles of who can administer and make changes to the enterprise wide VTC implementation being proposed, including listing specific roles and their functional management capabilities; i.e., end-user, services administrator, network engineer, etc. 14) How is redundancy and fault tolerance engineered into your recommendation to prevent single points of failure and outages? 15) Please describe how you would provide for clarity and quality of service (QOS); for example, the NRC is currently using Cisco Prime to monitor Lync QOS. Purchasing Options: 16) Do you offer any provisions for leasing or other alternatives to purchasing equipment and software as a capitol expense? If so, please provide examples of your alternatives. 17) For equipment refresh and life-cycle of equipment as it ages, what model would you propose to reduce costs over the life of an enterprise wide VTC implementation? Other: 18) What other information should the NRC provide in order for a vendor to successfully respond to a Request for Proposal? ________________________________________ Instructions: Please provide a response to this RFI of no more than 20 pages. NRC may ask one or more of the respondents to provide a demonstration to NRC either on site in Rockville, Maryland or via remote meeting technology hosted by the respondent.
