Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. Class Code: 66 2. NAICS Code: 334513 3. Place of Delivery/Performance: US Army Contracting Command - APG Adelphi Contracting Division Aberdeen Proving Ground (APG), MD 21001 USA 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-15-T-0035. This acquisition is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78, 26 December 2014. (iv) The associated NAICS code is 334513. The small business size standard is 500 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: One (1) Platen Press, in accordance with the salient characteristics below. (vi) Description of requirements: Salient Characteristics The Contractor shall provide one (1) Platen Press to the Weapons and Materials Research Directorate (WMRD) at the Army Research Laboratory (ARL) in L1114/1115 of Building 4600 Aberdeen Proving Ground (APG), MD 21005. The Contractor shall ensure the Platen Press meets the following minimum requirements: 1.The Contractor shall ensure the Platen Press is capable of uniform temperature distribution of plus or minus ( ) 2 degrees ( ) Celsius (C) and a maximum rapid cooling rate of no less than 75 C per minute. 2.The Contractor shall ensure the Platen Press is supported by no less than four (4) columns. 3.The Contractor shall ensure the Platens have less than a 50 micrometer ( m) deviation from parallelism. 4.The Contractor shall ensure the press operates with Platen sizes of at least 300 millimeters (mm) x 300 mm. 5.The Contractor shall ensure the Platen Press is capable of two (2) active moving directions (e.g. dual-acting hydraulic cylinders). 6.The Contractor shall ensure that the Platens have a nominal opening of no less than 190 mm. The nominal opening will be measured between the inner most platen surfaces providing a maximum sample height. 7.The Contractor shall ensure that each Platen has a heating capacity of no less than 10 kilowatts (kW). 8.The Contractor shall ensure that each Platen has a temperature regulation of no less than three (3) measurement points to ensure uniform temperature across the platens. 9.The Contractor shall ensure that the Platen cooling system cools the entire surface of the upper and lower platen at a controlled rate from 5 to 75 C per minute. 10.The Contractor shall ensure the Platen cooling system will cool the entire surface of the upper and lower platen by insertion of a colder insert. 11.The Contractor shall ensure the Hydraulic system is motor driven and incorporates a system of pressure accumulators to reduce pressure fluctuations within +/- 10 percent (%). 12.The Contractor shall ensure the Platen Press is computer controlled with programmable time, temperature, and pressure step sequences. 13.The Contractor shall ensure the Platen Press computer control system has the capability to program a constant heating or cooling rate. 14.The Contractor shall ensure the Platen Press computer control system has a degassing sequence, where an initial low pressure phase is released and the platens are opened to degas molten or powder materials over no less than two (2) to five (5) cycles. 15.The Contractor shall ensure the Platen Press provides pressures up to 800 kilonewton (kN). 16.The Contractor shall ensure the Platen Press utilizes spring suspended platens to provide platen contact without pressure. 17. The Contractor shall ensure the Platen Press utilizes computer controlled feedback to stop Platen movement at a specified position. 18.The Contractor shall ensure the Platen Press has the capability to run on 120, 230, or 480 volt (V) power settings. 19.The Contractor shall ensure the Platen Press has an emergency push button to halt operation of the Press immediately. 20.The Contractor shall ensure the Platen Press has an adjustable rate of platen closing up to 25 mm per second. 21.The Contractor shall ensure the Platen Press has a temperature capacity of up to 425 C. 22.The Contractor shall ensure that the Platen Press utilizes timing capabilities to heat the Platens at a set rate no less than 30 C per minute. 23.The Contractor shall ensure the Platen Press utilizes a roll guide for safe insertion and mounting of samples and tooling. 24.The Contractor shall ensure the pressing frame has a cut-out of no less than 250 mm x 250 mm. 25.The Contractor shall ensure the Platen Press provides a method to flush the water lines for purposes of decalcification. 26.The contractor shall ensure that the Platen Press does not exceed the dimensions of 1500 mm in width, 925 mm in depth, and 2000 mm in height to fit into the allocated space. (vii) Delivery is required within nine (9) months after receipt of order (ARO). Delivery shall be made to U.S. Army Research Laboratory (ARL), Aberdeen Proving Ground (APG), MD. Acceptance shall be performed at U.S. ARL, APG, MD. The FOB point is the U.S. ARL, APG, MD. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: 52.214-34, 52.214-35. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include three (3) relevant records of sale from the previous 12 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: None.
