- Intent to Sole Source a modification to Orion Marine Construction, Inc. for maintenance dredging of the Channel to Port Mansfield (CPM) between Stations 0+023 and 8+000. U.S, Army Corps Engineers (USACE) Ft. Worth, TX intends to award on a sole source basis a modification to the Orion Marine Construction, Inc. for maintenance dredging of the Channel to Port Mansfield between Stations 0+023 and 8+000 under the statutory of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 and DFARS 206.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The modification with an estimated cost range of $500,000 to $1,000,000, is for the U.S. Army Corps of Engineers, Galveston District, Operations Division to conduct pipeline dredging of approximately 196,000 cubic yards of maintenance dredge material from the Federal project CPM. The dredging must be completed prior to the start of the closed seagrass and nesting bird windows beginning 1 March 2015. The proposed dredging would occur along a one mile reach of the CPM from the intersection of the GIWW and CPM channels to the entrance to the Port of Port Mansfield. The U.S. Army Corps of Engineers, Galveston District has the responsibility for maintaining the Federally authorized CPM to its design draft of -14 ft Mean Low Tide (MLT). Currently the CPM project is draft restricted in the identified reach to -2 ft MLT. This out of scope modification would dredge the CPM to -8 ft MLT and alleviate the shoaling and draft restrictions at CPM prior to the 1 March 2015 start of the closed sea grass and the nesting birds environmental windows. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement by submitting the following information: (a) Dredging experience in harbors and channels navigated by ocean-going vessels barges and a myriad of other watercraft, (b) Dredging experience with shallow draft projects and plant availability. (c) Provide the name of the vessel to be used and size. (d) Provide documentation for your firm on at least five past similar efforts as a prime contractor. (e) Provide a list of your present commitments and completion dates for these commitments. The evaluation will consider overall experience. Responding interested parties shall also identify their firm name, point of contact, title, address and telephone number. Responses shall be received in writing through electronic submission no later than 29 January 2015 @ 11:00 AM CST. All responses shall be submitted to lucille.r.smith@usace.army.mil. A determination by the Government not to compete with this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
