- The Fleet Logistics Center Norfolk, Philadelphia Office, intends to procure, on a full and open basis, services on behalf of the Bureau of Medicine and Surgery, (BUMED) for the provision and management of individuals at geographically diverse locations to serve as Psychological Health (PH) Outreach Coordinators and PH Outreach Support Team members in support of USMC Reserves. USMC Reservists returning from deployments face unique challenges that can cause increased stress in their lives and exacerbate deployment stress injuries such as Posttraumatic Stress Disorder (PTSD) or Traumatic Brain Injury (TBI). BUMED uniquely designed PHOP programs to serve the needs of Reservists and their families and address long-term needs for support identify by numerous legislative and executive branch studies. The goals of the PHOP is to 1) to create a PH safety net for USMC Reservists and their families, who are at risk for not having their stress injuries identified and treated in an expeditious manner; 2) to improve the overall PH of USMC Reservists and their families; and 3) to identify long-term strategies to improve PH support services for Reservists and their families. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR QUOTATIONS, WHEN ISSUED. The following Contractor tasks are included in the support of the IH requirement: Facilitate coordination of outreach visits to Home Training Centers (HTC) Clinically assess Reservists, assist with Line of duty determination processing; Coordinate and follow-up with reservists through resolution of member s case; Facilitate access to PH/resilience and family support services; Support deployment cycle activities; Maintain an after-hours telephone/email watch bill to accept and respond to communications from clients; Provide outreach visits to approximately 128 NOSC locations; Provide psychological health outreach and educational/training services; and, Support PH related meetings and trainings. It is intended that this procurement will be processed in accordance with FAR 15 (Contracting by Negotiation). This is a requirement for which a sources sought (N00189-15-R-Z015) was issued and, after careful review of responses received thereto, the KO has determined that full and open competition is the most appropriate method. The small business office concurs with the set aside determination. A Firm Fixed Price (FFP) non-personal services contract is anticipated that will consist of a one year base period and four, one year option periods. The anticipated period of performance is 01 September 2015 through 31 August 2016 with 4 one-year option periods, continuing performance through 31 August 2020, if exercised. The options will be exercised in accordance with FAR 52.217-9. The solicitation, N00189-15-R-Z015, is anticipated to be released around 30 January 2015 and will be made available electronically upon its release to NECO, www.neco.navy.mil.
