- Amendment 2 - Proposal due date extended, bid sheet modified, and 4 additional sections amended. The construction project consists of the following-Construct new Bldg 3009 along with site improvements including concrete paving. Perform improvements in Bldg 3001. Provide Temporary rest room/locker room trailer prior to work commence on Bldg 3001. Demolish existing Quonset building and mobile Conex storage containers after the customer moves equipment, tools, chemicals, etc. from these buildings. Remove temporary rest room/locker room trailer after work in Bldg 3001 is complete and turned it over to the Government. Construct Bldg 3010 (including the Mezzanine) and remaining site improvements, including concrete paving, fencing, retaining walls, gate, etc. This is a 100% total set-aside for Service Disabled Veteran Owned Small Business. The small business standard is $36,500,000.00 in annual receipts for the past 3 years. The proposed period of performance is 365 calendar days from the date of Notice to Proceed. The estimated cost range of this project is between $1,000,000.00 to $5,000,000.00. The proposed contract will be awarded using the Lowest Price Technically Acceptable best value method in accordance with FAR Part 15. The offerors will be required to submit a technical and price proposal in response to the proposed solicitation, in order to be evaluated by the Government for technical capability and price. It is anticipated the resultant contract will be awarded within 120 calendar days from the date of receipt of proposals. All responsible SDVOSB sources may submit a proposal which shall be considered by the agency. All offeror's are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. The solicitation will be available on or about 15 December 2014. The solicitation, amendments and planholder's list will only be available for downloading at the www.fedbizopps.gov website. All interested parties are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507. It is the responsibility of the offeror to check www.fedbizopps.gov website frequently for any amendments or changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for the offerors inability to access the documents posted at the referenced website. No CDs or paper copies will be made available.
