Description
Prohibition on Contracting with Inverted Domestic Corps Terms & Conditions This notice is a Notice of Intent. The Government intends to negotiate on a sole source basis with Human Metabolome Technologies for the Metabolomic analysis of patient sera (Advanced Scan with absolute quantitation). This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only notice; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-D-15007. This acquisition is a Notice of Intent (NOI). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)2005-78 Dec 26, 2014. The North American Industry Classification System (NAICS) code for this procurement is (541711) with a small business size standard of 500. This requirement is not set aside for small business. The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Parasitic Diseases, is seeking to purchase metabolic profiling that includes untargeted analyses with relative/absolute quantitation, and analyze data. A report must be generated with all applicable results. The work should include Advanced Scan: • Untargeted analysis and relative quantitation of peaks measured by CE‐TOFMS. • Perform two separate CE‐TOFMS measurements for cationic and anionic metabolites. • Absolute quantitation: Calculate concentration of 110 target metabolites (Table IV.) based on single point calibration. The option is applicable for Advanced Scan, Basic Scan and Dual Scan. • Annotation should be performed based on vendor standard and KUP library. Furthermore, additional annotation is performed based on molecular weight of compounds registered in KEGG database, HMP database, and 2‐4 peptide constructed by 20 proteinogenic amino acids. • Reports should include i) group comparison (average in groups, ratio, and p‐value), ii) statistical test (Principle Component Analysis (PCA) and Hierarchal Clustering Analysis (HCA)), and iii) Pathway analysis. At least one report should be provided per set of samples. The option for additional reports should be available upon request. All shipping/handling charges must be quoted upfront. This is an open-market Notice of Intent for the Human Metabolome Technologies for the Metabolomic analysis of patient sera (Advanced Scan with absolute quantitation). as defined herein. The government intends to award a purchase order as a result of this notice that will include the terms and conditions set forth herein. To facilitate the award process all quotes must include a statement regarding the terms and conditions herein as follows: "The Terms and conditions in the notice are acceptable to be included in the award document without modification, deletion or addition." OR "The terms and conditions in the notice are acceptable to be included in the award document with the exception, deletion, or addition of the following:" (Quoter shall list exception(s) and rationale for the exception(s).)
