Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 15-233-SOL-00082 and is issued as a request for quotation (RFQ). Tthe solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Federal Acquisition Circular 2005-78. The associated NAICS code is 812930. DESCRIPTION OF THE SERVICE Parking services for PSC employees stationed at the Silver Spring Centre, 8455 Colesville Road, Silver Spring, MD that allows them accessibility 24 hours a day, 7 days a week and provides security on the grounds. The parking should be accessible to mobility impaired employees. PSC needs 54 standard Non-Reserved parking spaces. 1. Standard Non Reserved Parking Spaces: QTY: 54 spaces, 5 months 2/1/2015-6/30/15 (Base Period) 2. Standard Non Reserved Parking Spaces: QTY: 54 spaces, 6 months 7/1/15-12/31/15 (Option Period 1) PERIOD OF PERFORMANCE The period of performance is a base period of February 1, 2015 to June 30, 2015. With an Option Period 1 effective 7/1/2015 to December 31, 2015. PLACE OF PERFORMANCE The place of performance for this contract is: 8455 Colesville Road Silver Spring, MD 20910 PROVISIONS The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, is applicable. Past Performance and Price are the evaluation factors. Price is the most significant evaluation factor. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer conforms to the best value for the government. The following clauses are also applicable: 52.232-99 PROVIDING ACCELERATED PAYMENT TO SMALL BUSINESS SUBCONTRACTORS (DEVIATION) (AUG 2013) This clause implements the temporary policy provided by OMB Policy Memorandum M-12-16, Providing Prompt Payment to Small business Subcontractors, dated July 11, 2012, and the extension to that policy provided by OMB Policy Memorandum M-13-15, Extension of Policy to Provide Accelerated Payment to Small Business Subcontractors, dated July 11, 2013. The prohibitions in subsections (a), (b), and (c) above shall include any activity to advocate or promote any proposed, pending, or future Federal, State or local tax increase, or any proposed, pending, or future requirement for, or restriction on, any legal consumer product, including its sale or marketing, including, but not limited to, the advocacy or promotion of gun control. 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT. (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days prior to the expiration of the contract; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 12 months.
