- Propane Tanks Statement of Work (SOW) BPA Terms and Conditions RFQ Propane Gas and Delivery Service Synopsis: This is a solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested and a solicitation will not be issued. The following Request for Quotes (RFQ) FA4686-15-A-0001 is being used for procurement of Propane Gas and Delivery Service. Refer to the attached Statement Of Work (SOW) for more information. The period of performance for this requirement is anticipated to be 16 February 2015 through 16 September 2019. This combined synopsis/solicitation is prepared in accordance with simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the solicitation only; quotes are being requested and a written solicitation will not be issued. This RFQ is issued as a Total Small Business Set-Aside. The Government anticipates issuing a (4) year Blanket Purchase Agreement (BPA) for the contractor(s) found capable of meeting the Government's requirements for Propane Gas and Delivery Service as outlined in the Statement of Work. The following NAICS code and small business size standard apply: NAICS: 424720 Size Standard:100 All interested contractors should submit a capabilities package that outlines their capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. If subcontractors are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities packages should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Include the Price list and the list should be valid for one (1) year from date of issue. Include in your capabilities package your DUNS, Cage Code, and System for Award Management expiration date.
