DFAS Standard Operating Procedure (SOP) Defense Transportation Coordination Imitative (DTCI) COLS REPORTING CONTAINER REPORT IN-OUTBOUND FREIGHT Market Research Questionnaire WORKLOAD DATA REPORT THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This announcement closes 4:00 p.m. Eastern Time on Friday, 30 January 2015. The Government is seeking industry input from only small business sources at this time. T he applicable North American Industry Classification System (NAICS) for this requirement is 561990, All Other Support Services, with a corresponding size standard of $11M. Interested parties must be registered under NAICS 561990 in SAM (System for Award Management) at www.sam.gov, formerly known as CCR (Central Contractor Registration). The Government plans to consider all information submitted in response to this Sources Sought Notice. The 633d Contracting Squadron, Langley AFB VA, is in the process of performing market research to determine an acquisition strategy to obtain non-personal services for the Fort Eustis Installation Movement contract. For this requirement, the contractor shall provide all necessary resources to provide efficient, responsive, and quality transportation services while ensuring compliance with governing laws, directives, systems or programs, and regulations for cargo, passenger, personal property, and unit move functions. Performance will consist of a Phase-In/Transition period, one (1) base period, and four (4) one-year option periods. The Government anticipates making award on or about 15 June 2015, with the Phase-In/Transition period covering 15 - 31 July 2015 with actual contract performance to start 1 August 2015. The Request For Quote (RFQ) release date is estimated to be 20 March 2015. Please note : This is an estimated posting timeframe. A draft Performance Work Statement (PWS) is posted in conjunction with this notice to provide the size, scope, and complexity of this requirement. The previous Ft. Eustis Material Movement c ontract was awarded under a GSA schedule. The Government is seeking industry input to determine if there are adequate small business concerns that are capable of performing the follow-on requirement. This is not a formal Request for Quote (RFQ), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. All interested parties should submit a capabilities package ( please limit to no more than 10 pages total ) outlining your company's key business abilities relevant to the performance of this requirement and addressing the questions found in Attachment 1. Please submit the requested information to this office by NLT the closing date and time (30 January 2015, 4:00 p.m. Eastern Time) to Madison Carter at madison.carter@us.af.mil and Capt Cindy Baker at cindy.baker.7@us.af.mil.
