Description
SOURCES SOUGHT NOTICE The Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition for Food Service Attendant Services in support of Commander Navy Region South West (CNRSW). Services shall be required at six (6) USN Galleys located in San Diego County. The primary North American Industry Classification System (NAICS) code for this procurement is 722310 “ Food Service Contractors and the Small Business size standard is $38.5M. The incumbent contractor is Global Food Services, LLC under contract number N00244-11-C-0015 set to expire 30 September 2015. The contract term will be a one-year base period with a potential of four one-year option periods commencing 1 October 2015. The anticipated award date is 27 August 2015. It is anticipated that the Request for Proposal (RFP) will be posted on 30 March 2015. The resulting Task Order is anticipated to be a Firm-Fixed Price contract type. Disclaimer: This is a SOURCES SOUGHT announcement. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP), nor does it restrict the Government in deciding the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Any information submitted by respondents to this technical description is strictly voluntary. The Government intends to set-aside this acquisition to small businesses. As a result, the Government is performing market research in order to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any; will be set-aside for small business competition. PROJECT INFORMATION: Food Service Attendant Services “ San Diego USN Galleys Requirement is for non-personal services contract to provide Food Service Attendant Services “ Metro San Diego USN Galleys ins support of CNRSW. The Government shall not exercise any supervision or control over the contract service providers performing the services under the resulting contract. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. CNRSW requires Food Service Attendant Services for galleys located at Naval Base San Diego, Naval Amphibious Base Coronado, Naval Air Station North Island, Naval Submarine Base Point Loma, Naval Mine and Anti-Submarine Warfare Command (NMAWC), and Oceanside BUDS Satellite Galley. The contractor shall: 1.Provide food service attendant services at all six facilities and shall provide management and administration of all food service functions. 2.Staff all designated serving lines with qualified personnel during all meal periods. Cashiers must be familiar with the proper operation of the POS (ENABLER) system operations and must be on post at all times (and not bussing tables, sweeping, cleaning or away from their designated work Area) due to accountability reasons. Servers must be on the serving line during meal hours and ensure the average 8 customer servings per minute are observed for both serving lines. Servers may be able to multi-task. 3.Perform all vegetable, fruit and salad preparation at all facilities to include, but not limited to, washing, peeling, slicing, dicing, chopping, etc. Support box lunches and picnic requests. Box lunches are counted as meals and included in the monthly meals estimates for each galley. Picnic rations are issued by the Government Store Room Custodian. 4.Clean the dining facilities (includes furniture, shelves, cabinets, etc.), Government furnished spaces (all items in the area of contractor responsibility), and equipment, as necessary to establish and maintain sanitary conditions in compliance with United States Navy directives and publications particularly the Tri-Service Food Code, NAVMED P-5010-1. Shampooing of the carpet, stripping and waxing of the floors will be performed on a quarterly basis. 5.Ensure tables vacated by patrons are promptly restored to clean and sanitary conditions to new patrons. (Racks are provided in the dining areas for customers to place their trays after eating.) Contractor shall move racks with dirty trays to the scullery room for cleaning. Bussing of tables is not required. 6.Provide qualified personnel to operate the scullery machine, cleaning of all pots and pans, and cleaning of all mess gear. 7.Perform trash pickup around the outside areas of all dining facilities, within 10 feet of outside perimeter, daily or as required. The Government will provide grounds maintenance.
