- The Naval Air Systems Command (NAVAIR) intends to negotiate and award a fixed price sole source contract to CFM International, Inc, DBA CFM, The Power of Flight, 111 Merchant Street, Cincinnati OH 45246-3730, on a sole source basis for Contractor Support of (2) P-8A engine engineering investigations/assessments and repairs. The planned period of performance of this effort is anticipated from February 2015-May 2015.This contract action requires expertise of the CFM56-7B27 A/E Engines. CFM International (CFMI) is the Original Equipment Manufacturer (OEM) of the CFM56-7B27 A/E Engines incorporated into the P-8A aircraft. CFMI, as the OEM, has access to all proprietary design engineering data, engineering facilities, testing facilities, tooling, special-test equipment, and an employee base with the requisite knowledge and expertise necessary to meet the Navy's requirements. Therefore CFM is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements.' This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time. This synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
