- PWS - MEC'S PERFORMANCE WORK STATEMENT New contract for fluorescence microscope purchase, installation and training 1. OBJECTIVE: To provide essential equipment for neuropathological analysis for Brain Trauma Neuroprotection and Neurorestoration (BTNN). 2. INTRODUCTION: The Department of Brain Trauma Neuroprotection and Neurorestoration (BTNN), Center for Military Psychiatry and Neuroscience, will be conducting studies investigating the neuropathological changes following mild (concussive) traumatic brain injury (TBI) and penetrating ballistic-like brain injury (PBBI). 3. BACKGROUND: The BTNN group, Center for Military Psychiatry and Neuroscience, will be conducting studies aimed at evaluating neuropathological changes following concussion or penetrating brain injury. Fluorescence microscope will allow morphological analysis as well as quantitative analysis either through densitometry or cell counting. The automated stage will allow computerized stitching of multiple high magnification images. 4. SCOPE OF WORK: Description of services: Contractor will supply and install the equipment in BTNN, train staff for use, and provide troubleshooting and maintenance at no cost. Minimum Essential Characteristics Must meet all Specifications - Brand Name or Equal The fluorescence microscope shall: The nosepiece shall have 7 allotted positions for objectives, therefore offers the user flexibility in choosing up to 7 objectives. The microscope must have fly-eye technology in the fluorescence illuminator to provide uniform illumination across the entire field of view. This uniformity facilitates post imaging enhancements and is more accurate for quantitative studies. There should be 8 fluorescence filter positions on the microscope. There should be fluorescence mirror unit to eliminate over 99% of stray light which produces a high signal/noise ratio. The focus knob should be in the front of the microscope body and has touch buttons for movement of microscope elements such as fluorescence mirror positions and objective magnification. This is a more comfortable position for the user and again enables microscope use without looking away from the sample to use the computer. The transmitted light condenser must automatically reduce back-reflections and autofluorescence during fluorescence acquisition by swinging out the top lens, automatically closing the diaphragm to minimum, and locating the wheel between two positions. The focus controller shall be detachable to enables the user to customize the workspace. They can keep it attached to the microscope frame while looking through the microscope or they can detach the controller and focus knob to be easily accessible while using the computer and mouse. This will optimize the workflow for image acquisition once the user has switched to computer control. The detachable controller must have 4 programmable preset buttons for commonly used settings. These are user defined for specific workflow optimization. Microscope shall include a touch panel controller independent of the microscope so that it can be moved to where the user gets the most function, next to the microscope or next to the computer. The programmable controls greatly simplify repetitive observation and imaging tasks. In full operation mode it can allow researchers access to the full range of microscope functions. The microscope must have a side panel display to show the state of the microscope at a glance, including current shutter position, observation method, mirror unit position, and transmitted light intensity. The microscope must have a focusing nose piece. This increases the imaging reliability of the microscope. The stage of the microscope must be secured with a 4 point mounting system, which increases planar rigidity and helps to maintain focus across a sample. The motorized stage must be controlled through the touch panel controller as well as moved by hand and a joystick controller. Shall have 60X Plan Fluorite 0.90NA to facilitate switching between objectives more effeciently. Shall utilize Olympus cellSens Software due to staff being well trained and installed in our lab. 5. Deliverables: Contractor will supply and install the equipment in BTNN and ensure that instrument is functional. Contractor will train staff in its use and provide user manual. 6. The QASP serves as the plan for surveillance of performance and identifies the performance indicators, standards, inspection methods and procedures to be used in monitoring performance. The contractor is responsible for the delivering products and services to meet the terms and conditions of this contract. The role of the government is quality assurance to ensure that contract standards are achieved. Surveillance: The Government Contracting Officer's Representative (COR) will evaluate the services provided by vendor to ensure that they are in compliance with all of the terms and conditions specified in the contact The COR will use 100% Surveillance and ensure that all tasks have been successfully completed by the contractor. If the inspection indicates unacceptable performance, the COR will inform both the vendor and the Contracting Officer of the deficiencies for correction. The contractor shall then be given a reasonable amount of time after notification to correct the deficiencies.
