- 15RJT90_syn_0002 AMENDMENT 0002: N00164-15-R-JT90 is amended to modify the anticipated contract type from a single Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to a Basic Ordering Agreement (BOA). The anticipated Issue Date is also changed from 17 OCT 2014 to 30 JAN 2015 with an Anticipated Closing Date of 18 NOV 2014 changed to 2 MAR 2015. Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a Basic Ordering Agreement to Digital Receiver Technology, Inc of 20250 Century Boulevard, Suite 300, Germantown, MD 20874-1177 for digital receivers and associated repair, logistic support, and training. The anticipated contract will be for a minimum of one (1) each DRT-1000 or DRT-2000 series receiver with an estimated maximum value of $12,500,000. The anticipated delivery is FOB: Destination, 180 calendar days after issuance of a Delivery Order placed within the IDIQ ordering period. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer and manufacturer of the required receivers, DRT, is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. This synopsis is published for informative purposes (THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties may identify their interest and capability by responding to this notice. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities should contact DRT directly. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
