Description
SYNOPSIS THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command; Aircraft Division (NAWCAD) (AIR 2.5.1.6), Patuxent River, MD intends to award a sole source Basic Ordering Agreement (B.O.A) for the procurement of hardware equipment in support of the Surface Aviation Interoperability Laboratory (S.A.I.L.) with L-3 Communications West, 640 N2200 W Salt Lake City, UT 84116. The requirement is to provide hardware equipment and services inclusive of upgrades, maintenance, repair, spares, and systems engineering support (integration and installation) and testing of various Tactical Common Data Link (TCDL) systems. This sole source B.O.A. is based in accordance with the statutory authority permitting other than Full and Open competition in 10 USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirement. Hardware equipment in support of the (S.A.I.L.) includes Tactical Common Data Link (TCDL) systems and components currently installed and in use on the following weapons systems and platforms: MH-60R/S Multi-Mission Helicopter (MMH), P-8A Multi-Mission Aircraft (MMA), Aegis Cruiser (CG-47 class), Aegis Guided Missile Destroyer (DDG-51 class), Guided Missile Destroyer (DDG-1000 class), Littoral Combat Ship (LCS-1 and LCS-2 class), Broad Area Maritime Surveillance (BAMS), as well as SH-60B Ku band upgrade Kit, P-3 Aircraft Improvement Program (AIP), and Tactical Support Center / Mobile Operations Command Center Surface Terminal Equipment (SC/MOCC-STE). This synopsis is not a request for competitive proposals. However, interested parties may identify interest and capability by responding to the requirements. The Government will consider all capability information received prior to the closing date of this synopsis. Offerers must insure they are registered with the System for Award Management (SAM). For information, refer to Https://www.sam.gov. The anticipated B.O.A. award date is 1 May 2015 and the period of performance will consist of a base year and four option years.
