- Description
- The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is soliciting proposals on the basis of full and open competition for development, fabrication, test and integration of a BMS sensor suite to collect and record swath bathymetry and imagery data of the ocean floor. The effort encompasses conduct of all analysis, system engineering and design, development, fabrication, assembly, testing, qualification, training, documentation, planning, and management required to support the requirement. The intent of this contract is to utilize and or modify existing Commercial Off-The-Shelf (COTS) technology to the greatest extent possible for the government's use. IT IS NOT the intent of this contract to initiate a research and development effort for new and unproven sonar systems or acoustic technologies. The BMS sensor performance specification is distribution limited and requests for the specification and its classified appendix must be submitted via e-mail to Joel Roberson, joel.roberson@navy.mil. Requests must contain the vendors Contractor and Government Entity (CAGE) Code to be considered as potentially eligible to receive the controlled data. A Cost-Plus-Fixed-Fee contract with a period of performance through 30 September 2018 will be awarded to the offeror that represents the best value to the Government (FAR 15.101-1). Award is anticipated in FY 2015. The deliveries are anticipated to be FOB Destination. All responsible sources may submit a proposal, which shall be considered by the agency. Offerors may submit written questions requesting clarification of solicitation requirements once the Request for Proposals is issued. Specific instructions regarding submittal of questions and posting of answers shall be contained within the solicitation. IMPORTANT INFORMATION FOR PROSPECTIVE OFFERORS: Registration in the DOD System for Award Management (SAM) database will be a prerequisite for receiving an award.
