Description
The Government intends to solicit and award through full and open competition, several Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for the purpose of procuring Manpack Radios for the Full Rate Production (FRP) phase of the program. Manpack Radios will enable communications through seamless, high speed and digital information exchange across both vertical and horizontal hierarchies within the battlespace that supports ground, airborne and maritime domains. The Manpack Radio will support all domains for dismounted and mounted communications as a multi-functional communications platform. The Manpack Radio will provide two independent, multi-waveform channels as a software defined radio with an embedded Selective Availability Anti Spoofing Module (SAASM) to enable radios to transmit their locations to external host applications. The current Manpack Radio requirements are stated in the Capability Production Document (CPD) for Joint Tactical Radio System (JTRS) Version 2.4 dated 5 April 2012 and approved on 20 May 2012. The Government intends to procure existing and Non-Developmental Items that meet the Manpack Radio capabilities as described in the PRD. The purpose of this RFI is to survey the ability of vendors' anticipated offerings for the Full Rate Production Manpack Radio to meet proposed changes to CPD mission weight, battery life, and range requirements. Interested sources are encouraged to provide responses to the attached Request for Information (RFI). This is a completely voluntary questionnaire intended to guide the Government when planning final performance requirements for the Manpack. This notice is issued solely for information and planning purposes - it does not constitute a Final Solicitation or a promise to issue a Final Solicitation in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this notice; all costs associated with responding to this notice will be solely at the interested parties' expense. Not responding to this notice does not preclude participation in any future Final Solicitation, if issued. If a Final Solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor these sites for additional information pertaining to this requirement. Submission instructions remain unchanged from the original announcement. ---Change 2--- The purpose of this change is to extend the submission date and revise the submission instructions for responses to the proposed CPD requirements changes. Please note that this new RFI is separate from the initial RFI posted under this announcement for solicitation number W15P7T15R0004 regarding changes to CPD requirements, which is still in effect. The purpose of this RFI is to survey the ability of vendors' anticipated offerings for the Full Rate Production Manpack Radio to integrate onto Government specified vehicle mounts including the AN/VRC-116 Single Manpack Tray Assembly, the AN/VRC-117 Dual Manpack Tray Assembly, and the Project Manager Tactical Radios (PM TR) Manpack Universal Tray. This is a completely voluntary questionnaire intended to guide the Government when planning final performance requirements for the Manpack. The results of this survey are non-binding, and will be considered proprietary information, not to be shared outside of Governmental personnel. Please see the attached document entitled quote mark Vehicle Integration RFI quote mark for details about the information the Government is requesting for this RFI. To assist in responding to this RFI the Government will provide, at request, specification documents for the vehicle mounts. To obtain a copy of these specification documents, send a request via email to matthew.j.connolly1.civ@mail.mil. Include quote mark Manpack Vehicle Integration RFI - W15P7T-15-R-0004 quote mark in the subject line of the email request. Additionally, only U.S. Citizens shall request these specification documents and the email request for the specification documents shall provide verification that the individual requesting the documents is a U.S. Citizen. Requests that do not include verification of U.S. Citizenship will not be fulfilled. Due to the file size of the specification documents, the documents will be provided through AMRDEC Safe Access File Exchange (https://safe.amrdec.army.mil/safe/). In addition to the requested information in the attached document entitled quote mark Vehicle Integration RFI quote mark from Change 3, the Government requests vendors provide specific justification for why the vendor can/cannot integrate their proposed MP radio offering onto the Universal Mount in both Single and Dual configurations. If the proposed MP radio will require rework to integrate onto the Universal Mount, identify specific details in the Universal Mount ICD that drive the rework, as well as the detailed timeframe for that rework.
