- DRAFT SOW The National Library Service of the Blind and Physically Handicapped (NLS) within the Library of Congress (LOC) is conducting market research for Multistate centers (MSCs) to provide publications, equipment, supplies, and interlibrary loan service for all NLS/BPH mass-produced books and audio books that appear on the Braille and Audio Reading Download (BARD) on request to network agencies and to the other MSC. They must receive, store, shelve, duplicate, manage, and distribute all NLS-issued books, selected special collections including assigned back issues of braille magazines and volunteer-produced material (including cassette, digital, and braille books selected for limited distribution); store and manage duplicating masters such as open reel tape, and cassette, and have access to BARD to download books for which a patron or library needs a physical copy; store and ship sound reproducers and allied equipment; and store and ship publications and supplies. This notice is provided as information to the market place and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this notice may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. The National Library Service (NLS) anticipates awarding a multiple award, five year Firm Fixed Price contracts with a base year and four options years. The National Library Service (NLS) seeks capability statements from all sources. NLS reserves the right to choose blind and disabled veterans. Capability Statement Instructions In response to the attached Draft Statement of Work (SOW), NLS hereby solicits capability statements from eligible contractors. These statements shall be no longer than 5 pages (single-spaced, with a minimum of one-inch margins and 12 point font). Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via the FBO website. This is not an invitation for bid or request for proposal or other solicitation and in no way obligates the Library of Congress to award a contract. The Sources Sought Notice is part of the LOC's's Vendor Communication plan and the sole intent is to obtain capabilities for set-aside and procurement planning purposes.
