- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified Small Business sources to perform a potential requirement. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. The General Services Administration is conducting market research in order to determine the availability and capability of a Small Business to perform an Upholstered Courtroom Wall System at The Robert W. Kastenmeier US Courthouse, located at 120 N. Henry Street, Madison, WI 53703-2559. The purpose of this project is to furnish labor, materials and equipment to replace wall covering fabric on courtroom walls to replicate the existing appearance in district courtrooms 250 and 260. This is a custom stretched fabric wall system. Work includes coordinating and installing all upholstered wall systems, including all labor, materials and equipment related to the complete installation. Work shall also include procurement of specified fabric, muslin and filler core material, as well as wood trim, unless indicated otherwise. Wrap and weft yarns must be stretched perfectly square and plumbed so that the fabric is not distorted and does not pucker or ripple. All sewn seams will be squared with a plumb bob and must be true top to bottom without wavering. All fabrics will be stretched and secured in such a way as to not show the fastening technique. All fabrics will be blind tacked on all sides of each wall area, in and around cut-outs and doors without the use of any gimp, trim, hand sewing, welts or batons and not too tight as to pucker around track/framework or too loose around framework thus leaving a space. All fabric patterns and grains will match vertically and/or horizontally and be perfectly level. The contractor must guarantee that the fabric and muslin layer below fabric as installed shall remain dimensionally stable year round and will not sag or distort when temperature and humidity conditions are maintained per manufacturer's recommendations. Also, the stretched system shall be engineered to allow for removal and replacement of fabric as needed leaving adjacent panel undisturbed. Finished materials must be treated with flame retardant process where required by local code. Mock ups will be required to demonstrate aesthetic effects and to verify set quality standards for materials, fabrication, and installation. This project will be constructed within the North American Industry Classification System (NAICS) Code 238320 Painting and Wall Covering Contractors with a small business size of $15.0 Million. All work must be completed within 3 consecutive months. Responses to this announcement must be received no later than Monday, January 26th, 2015, at 2:00P.M. Central Standard Time. Please provide at least two (2), but no more than four (4) previous projects, in the last 5 years, where you completed work similar to the work described above. THIS IS A NOTICE FOR SOURCES SOUGHT. No feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as needed.
