- SYNOPSIS. THE U.S. DEPARTMENT OF STATE (DOS), Office of Acquisition Management (AQM) and Bureau of Overseas Buildings Operations (OBO) is seeking high quality firms experienced in the Design/Bid/Build for Lease-Fit-Out Construction Services for the U.S. Consulate General in Wuhan, China. This Presolicitation is a Total 100% Small Business Set-Aside for U.S. Firms Only. Government reserves the sole right to amend or cancel this Presolicitation and/or the Project Solicitation. Solicitation Dates: Responses to this Presolicitation due: by Thursday, January 22, 2015, 3 pm WDC Time. Project Solicitation RFP Documents Posted in ProjNet: o/a Friday January 23, 2015 [to be confirmed]. ProjNet Access Keys Faxed to Eligible Firms: o/a Friday January 23, 2015 [to be confirmed]. Information Meeting in Arlington, VA: February 5 or 6, 2015 [to be confirmed]. Site Visit: Thursday February 12 and Friday February 13, 2015 [to be confirmed]. No stipend or reimbursement to be provided to eligible firms to travel to Site Visit. 1. PROJECT DESCRIPTION SAQMMA 15-R-Wuhan CA LFO. Title: U.S. Consulate Wuhan Lease-Fit-Out, China (CA LFO). The Work will be performed in the Jinghan District, Wuhan, PRC. The Work will include interior fit-out of area of approximately 4000 USM with a totalcapacity of 100 desks for all consular services and Consulate General offices. The Consular section will include American Citizen Services and Non-Immigrant Visa sections with 25 windows. The existing leasehold space will be delivered in a shell condition with all building systems and utilities in place (MEP, Fire etc.). The work will include construction of new forced-entry, ballistics resistant (FEBR) hard line partitions with FEBR doors and windows; an internal staircase; interior partitions; extension and modifications of MEP systems, fire protection systems, etc.; and all new fixtures, finishes andfurnishings. The Work will include complete construction services and contract coordination and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established schedules. Estimated Contract Value of Work is US$10 - 15 Million. 2. PROJECT SOLICITATION High Quality Firms with the proven capabilities and past performance that wish to participate in this solicitation shall submit a letter of interest in writing on company letterhead to Contracting Officer Michael Chu at ChuPM@state.gov. The letter of interest shall include the following information. • Project Name: Wuhan Consulate Affairs Lease-Fit-Out (CA LFO) • U. S. Company Name • Company Address • Company DUNS Number • Company Cage Code • Company Telephone Number • Company FAX Number • Contact Person Name • Contact Person E-Mail Address • Contact Person Telephone Number • Contact Person Mobile Number • Current Number of Full Time Salaried Professionals • Highest Security Clearance for its Salaried Professionals • Typical Percentage Range of Work Self-Performed • Brief description of proven capabilities and past performance relevant to the Project Description, including contract value(s). • Evidence of Current Bonding Capability. May include copy of a 100% Bonding document submitted for the most recent Solicitation or Award in the similar Estimated Contract Value Range. Eligible U.S. firms will be provided access key codes and a link to the ProjNet (www.projnet.net) Plan Room and Bidder Inquiry be used to access the respective Unclassified and Sensitive But Unclassified (SBU) solicitation information. The resulting contract will be Unclassified and Sensitive But Unclassified (SBU). Eligible U.S. firms shall not share the ProjNet access key codes with prospective local (Chinese) subcontractors, nor shall Chinese subcontractors be granted access to ProjNet after contract award. All exchange of resulting solicitation Request for Proposals (RFP) and resulting Contract documentation with local subcontractors shall be via paper or CD and shall include accountability requirements. The Presolicitation, RFP and resulting Contract do not require facility or personnel clearances, however, DOS requires favorable Moderate Risk Public Trust investigations (or proof of favorable investigation at an equivalent level (Secret)) and Diplomatic Security suitability reviews for all US citizen personnel traveling to or working at the site in China. US firms not in possession of a Facility Clearance (FCL) will be provided instructions in the RFP for obtaining favorable Moderate Risk Public Trust (MRPT) investigations and suitability reviews for all US citizens deploying to Wuhan for any length of time. Firms without an FCL shall be provided with separate instructions with the RFP for obtaining favorable MRPT investigations and suitability reviews for all US citizen project personnel traveling to Wuhan. Anticipated processing time for MRPT investigations shall be provided with the RFP. US firms possessing a final Secret FCL issued by Defense Security Service that intend to use cleared Americans should provide the CAGE code associated with the FCL in their expression of interest. Instructions will be provided for certification of favorable investigations and obtaining suitability reviews for US citizen project personnel traveling to Wuhan for any length of time. Personnel not possessing Final Secret clearances shall have to obtain favorable MRPTs and suitability reviews prior to travel to Wuhan. The Solicitation RFP will include a statement of work, standards, and criteria for the project that set out the project scope, construction process, post-construction activities, reference drawings and specifications, codes and standards, and security requirements. The RFP will require offerors to address the following criteria in the proposal to provide schedule management; logistics management to include site and transportation security; safety; and adherence to life-cycle cost management, and reduced maintenance and operating costs. The project solicitation RFP documents will be available to eligible firms at www. ProjNet.net on/ about Friday January 23, 2015 [to be confirmed]. An information meeting in Arlington, VA may be scheduled for eligible firms on February 5 or 6, 2015 [to be confirmed]. A Site Visit in Wuhan, China for the Pre-Construction/ Pre-Bid Conference is planned for Thursday February 12 and Friday February 13, 2015 [to be confirmed to eligible firms]. No stipend or reimbursement to be provided to eligible firms to travel to Site Visit. End.
