- PDF OF COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is OS147048. The solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. (iv) The corresponding NAICS code is 511210 and the small business size standard is $38.5 million. (v) List of contract line item number(s) and items, quantities and units of measure - MFGSKU # MONMNT4 - Maintenance Renewal (8X5 Standard) of Monolith Monitoring Software for one Base Year and Four (4) Option Years. (vi) Description of Requirement - The US Department of Health and Human Services (HHS), Office of the Secretary (OS), Assistant Secretary for Administration (ASA), Office of the Chief Information Officer (OCIO), Office of Information Security (OIS), Trusted Internet Connection (TIC) has a need for Monolith Monitoring Software maintenance renewal. (vii) The Monolith Software maintenance renewal shall be available at the dates below - Base Period: 02/24/2015 - 02/23/2016 Option Period 1: 2/24/2016 - 2/23/2017 Option Period 2: 2/24/2017 - 2/23/2018 Option Period 3: 2/24/2018 - 2/23/2019 Option Period 4: 2/24/2019 - 2/23/2020 (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (APR 2014), applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Additionally, FAR 52.217-5, Evaluation of Options (JUL 1990), applies to this acquisition. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (DEC 2014), with its offer or acknowledge its listing in the System for Award Management (SAM) website. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (DEC 2014), applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (DEC 2014), applies to this acquisition. (xiii) Brand Name Justification - The US Department of Health and Human Services (HHS), Office of the Secretary (OS), Assistant Secretary for Administration (ASA), Office of the Chief Information Officer (OCIO), Office of Information Security (OIS), Trusted Internet Connection (TIC), has a need to renew maintenance of its Monolith Software license, MFGSKU# MONMNT4. The Monolith software license is already being used within TIC's infrastructure and is compatible with TIC's systems, Federal Information Security Management Act (FISMA) policies, standards, and mandates, and Office of Management and Budget (OMB) requirements. Moreover, because the Monolith software license is already in use by TIC, only Monolith-brand maintenance may be used on the product; no other brand of maintenance is applicable to Monolith's product. (xiv) The clauses at FAR 52.217-9, Option to Extend the Term of the Contract (MAR 2000); FAR 52.232-40, Providing Accelerated Payment to Small Business Subcontractors (DEC 2013); HHSAR 352.203-70, Anti-Lobbying (MAR 2012); and HHSAR 352.222-70, Contractor Cooperation in Equal Employment Opportunity Investigations (JAN 2010), apply to this acquisition.
