Attachment C - Domestic Vendor File Request Form (PC-708) Attachment B - Price Template Attachment A - SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number PC-15-Q-016 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78, effective December 26, 2014. This acquisition is exclusively set aside for small business concerns; the applicable NAICS code is 721110 - Hotels (except Casino Hotels) and Motels, which has a small business size standard of $32.5 million. Offerors MUST be registered in the System for Award Management (SAM) in order to be eligible for award; if an Offeror does not register in the SAM database before submitting their offer, the Peace Corps will proceed to award to the next otherwise successful registered Offeror. The SAM database may be accessed at the following web address: https://www.sam.gov/portal/SAM/#1. The Peace Corps seeks a Contractor to provide hotel/meeting facilities and lodging to support 30 attendees at its Advisory Board Conference from March 2nd to March 6th, 2015 in accordance with the specifications in the attached Statement of Work (SOW); the SOW also contains all applicable contract clauses and solicitation provisions with which Offerors must comply. Instructions to Offerors and evaluation criteria are contained in this combined synopsis/solicitation and its attachments. ALL OFFERORS MUST FOLLOW THE INSTRUCTIONS PROVIDED HEREIN. The Government intends to award a firm-fixed price (FFP) purchase order to the responsible Offeror who submits the lowest price technically acceptable (LPTA) offer. ATTACHMENTS: (1) Attachment A: Statement of Work (SOW) (2) Attachment B: Price Template (3) Attachment C: Domestic Vendor File Request Form (PC-708) Interested Offerors shall provide a response to this solicitation in two volumes: VOLUME 1 - TECHNICAL PROPOSAL (Page Limit: 6) This volume must address the Offeror's ability to meet the Peace Corps' minimum requirements as stated below. If the Offeror will require Peace Corps to sign a standard hotel agreement, the agreement must be submitted as part of this volume and its terms must not conflict with any of the clauses and provisions contained in the SOW (ref: Sections 11& 12); the supplemental agreement will be subject to a legal review from Peace Corps' Office of General Counsel (OGC). Volume 1 must not exceed six (6) pages in length, including any cover page, table of contents, and other addendum, as applicable (any hotel agreements, if required, do NOT count toward the page limit). VOLUME 2 - PRICE PROPOSAL (1 page) This volume must contain the following elements: (1) Offeror's price proposal IN THE FORMAT PRESCIBED IN THE TEMPLATE PROVIDED (Attachment B); (2) completed Domestic Vendor File Request Form, PC-708 (Attachment C); and (3) completed solicitation provisions (ref: SOW Section 12.3 & 12.4). Offerors are reminded that the Federal Government is exempt from taxation for the performance of services under this contract. Offers must be valid for no less than 30 days after the submission deadline. BASIS FOR AWARD & MINIMUM REQUIREMENTS: The Government intends to award a FFP purchase order to the responsible Offeror who submits the lowest price technically acceptable (LPTA) offer. The following minimum requirements will be used to evaluate the technical acceptability of an offer: • The hotel or meeting center must be within one-half (0.5) miles of 1111 20th St NW, Washington, DC 20526 (Peace Corps HQ). • The hotel or meeting center must be within five (5) city blocks of a Washington Metro Area Transit Authority Metro Station. • The Offeror must be able to provide a (general session) meeting space with seating to accommodate 30 attendees from March 2-6, 2015 (5 days). • 12 hotel rooms are available and held from March 1-7, 2015 (6 nights) at a rate not to exceed the local Government per diem rate for lodging. • 5 of the 12 hotel rooms are available and held from February 28th - March 8 (8 nights) at a rate not to exceed the local Government per diem rate for lodging. • Wireless connectivity available in hotel rooms for duration of stay at no extra cost. • Two sessions of light refreshments (coffee, tea and bottled water) to be provided for in the AM and PM of each day of meeting March 2-6, 2015 (5 days). • On-site facility representative available to be the primary hotel contact throughout meeting March 2-6, 2015 (5 days). • Audio Visual (AV) equipment (screen and projector) supplied from March 2-6, 2015 (5 days). • Wireless connectivity in the meeting space for duration of meeting March 2-6, 2015 (5 days). The proposed price will be evaluated to determine that it is fair and reasonable. The Peace Corps reserves the right to evaluate only the lowest-priced offer and to make an award to that Offeror if their offer is determined to be technically acceptable in accordance with the requirements listed above. If the lowest-priced offer is NOT determined to be technically acceptable, the Peace Corps will evaluate the next lowest-priced offer in the same manner. If two or more Offerors propose the same price and are deemed technically acceptable, the hotel that is located the closest (in distance) to Peace Corps Headquarters will be selected. QUESTION DEADLINE: Any and all questions regarding this solicitation must be submitted via email to Dana Weimar, Contracting Officer at dweimar@peacecorps.gov by 2:00 PM ET on Tuesday, 1/20/2015. OFFER SUBMISSION DEADLINE: All responses must be received by the Contracting Officer via email (dweimar@peacecorps.gov) on or before 5:00 PM ET on Tuesday, 1/27/2015. ** FUNDS HAVE BEEN BUDGETED BUT NOT YET CERTIFIED FOR THIS REQUIREMENT** THIS SOLICITATION IN NO WAY OBLIGATES THE GOVERNMENT TO AWARD A CONTRACT, NOR TO PAY ANY COSTS INCURRED BY THE OFFEROR IN PREPARING AND SUBMITTING ITS PROPOSAL.
