Description
Statement of Work Justification for a Sole Source Award This was a sole source award to gulfstream for support service required to install an ARC-210 communication system upgrade on the USCG Gulfstream C-37A aircraft, Serial #: 653, used as a Long Range Command and Control Aircraft (LRCCA) for the Commandant of the United States Coast Guard and the Secretary of the Department of Homeland Security. In addition to the above, Gulfsteam will also complete the required Federal Aviation Administration (FAA) documentation and system certifications necessary as well as all changes to the baseline configuration documentation. U.S. Coast Guard Air Station Washington operates a Long Range Command and Control Aircraft (LRCCA), based at Ronald Reagan Washington National Airport. The purpose of the LRCCA is to provide the USCG Commandant and Department of Homeland Security (DHS) senior leaders with safe, efficient, and global transportation. While en route, Distinguished Visitors (DV) and staff must have available the administrative capabilities similar to their office, including unrestricted secure and non-secure Command, Control and Communications (C3) capabilities that provide the flexibility to maintain awareness of emergent situations, enable operational tasking, and to perform normal duties. The overall LRCCA communications system availability and reliability of performance must support rapid response capability 24-hours a day. As a key component of the LRCCA communications architecture, their duties require access to joint-service command networks via a military satellite communications (MILSATCOM) constellation. The current C-37A MILSATCOM system requires new transceivers and upgraded radio control units to meet this requirement, address obsolescence issues, and needs alignment with cryptographic equipment modernization mandates.
