- The Mission & Installation Contracting Command, Fort Drum, NY, in accordance with FAR 13.106-1(c)(1), intends to orally solicit a requirement for Flooring Service on Fort Drum, NY to small businesses (the specific tasks are listed below). The contract type shall be Firm Fixed Price Purchase Order. Oral quotes are due on 28 January 2015 at 9:00 AM EST. There is a site visit on 21 January at 10:30 AM EST. The meeting place will be T-46, West Street, Fort Drum, NY 13602. The group will leave from T-46 promptly at 10:30 AM EST to go to the site. Any interested party may inquire with the following Contract Specialist via email: kelly.s.taranto.civ@mail.mil with the subject heading quote mark W911S2-15-Q-8553 quote mark in order to receive the entire Performance Work Statement (PWS). Interested parties must request this information prior to the quote due date in order to receive it. Basis of award will be price. This procurement is one hundred percent set-aside for Small Business concerns. As prescribed in DFARS 252.204-7004, interested parties must be registered with the Central Contractor Registration (CCR) under the NAICS 238330. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/. If you have any questions please submit them in writing via email to; kelly.s.taranto.civ@mail.mil SPECIFIC TASKS 5.1. GENERAL: The Contractor shall furnish all labor, equipment and material in connection with replacing existing flooring and cove base in the clothing sales store located in building number 10730, Fort Drum, New York IAW Attachment One- Drawings, and subject to the terms and conditions of the contract. 5.1.1. The site of the proposed work is located at building number 10730 on Fort Drum, approximately ten miles northeast of Watertown, NY. 5.1.2. All work shall be done by personnel skilled in the type of work involved. When new work adjoins, connects or abuts existing work or facilities, the existing work or facilities shall be altered as required and the connections made in an approved and professional manner. 5.1.3. The Contractor shall be responsible to visit the site of work, survey the existing conditions and verify all portions of the work to be done, to include verifying all measurements, and job site conditions prior to submitting quote. Failure of the quoter to inspect the site of work prior to preparing his quote shall in no way relieve him of the responsibility to perform all of the work required. 5.2. LOG IN-OUT: The Contractor shall contact the AOD prior to beginning any work on this project. A pre-performance meeting may be held at Fort Drum upon request of the AOD. The contact information for the AOD will be provided at the time of award. The Government will remove all furniture and shelving from the work areas. 5.3. PRINCIPLE TASKS: The Contractor shall perform the following tasks IAW this PWS, Attachment One-Drawing, and the terms and conditions of the contract. 5.3.1. The Contractor shall remove approximately 4,974 Square Feet (SF) of existing carpet, and approximately 320 Linear Feet (LF) of cove base from the area indicated on Attachment One- Drawings, to include removing all glue reside from the concrete subfloor. 5.3.2. The Contractor shall provide and install approximately 4,974 square feet of Shaw Captivate carpet tile, sample number 59558, in order to match existing flooring. 5.3.3. The Contractor shall provide and install approximately 320 LF of four- inch (4 quote mark ) vinyl cove base, Johnsonite number 20, Charcoal in color, in order to match existing flooring. 5.3.4. The Contractor shall provide and install approximately 86 LF of carpet to tile/concrete transition strips. 5.3.5. The carpet tiles shall not extend into the back warehouse areas. The Contractor shall ensure that the carpet tiles end at the doorways, and finish with a transition strip. The carpet tiles will not extend into the office area. The Contractor shall ensure that the carpet tiles abut the existing carpet, and install a transition strip as required. The carpet tiles shall be installed in the changing rooms. The Contractor shall ensure that the carpet tiles are installed wall to wall. 5.3.6. The Contractor shall install carpet on two consecutive weekends, while the store is closed. The store is closed from 5:00PM on Saturday until 9:00AM on Monday. The Government will move all shelving to one side of the store upon closing on Saturday. The Contractor shall then install carpet tile in that side of the building, abutting the existing carpet in the middle. The transition shall not create a tripping hazard. The Contractor shall have from 12:00 Midnight on Saturday, until 12:00 Midnight on Sunday (24 hours total) to complete these tasks the first weekend, and 12:00 Midnight on Saturday, until 12:00 Midnight on Sunday (24 hours total) the following weekend. The Contractor shall complete all work related to this project no later than the second weekend. 5.3.7. The Contractor shall provide the store manager with two complete boxes of the carpet tile at the completion of this project, in order to replace existing tiles as required. 5.3.8. The Contractor shall vacuum up any loose threads or debris prior to the completion of each weekends work. 5.3.9. All existing work damaged by the Contractor's operations, other than the material or facilities to be removed, shall be repaired or replaced by the Contractor at no additional cost to the Government. 5.3.10. The Contractor shall provide a complete and usable facility upon completion of this work. 5.4. CLEAN UP: The Contractor shall clean up all debris and discarded materials resulting from its operations at the end of each workday. Materials shall be disposed of off post in accordance with applicable local, state and federal laws and regulations. In case of conflict among these laws and regulations, the most stringent law or regulation will apply. No open burning will be allowed.
