Description
This announcement is amended to revise and add specifications under section 4.b.i. Statement of Capability, documentation, recent and relevant experience. Sizes have been revised and Source Level has been added. This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interested parties, socioeconomic status availability, and capabilities. The Government intends to use responses to this sources sought synopsis to make an appropriate acquisition decision for this project. The U.S. Army Corps of Engineers (USACE), Portland District is seeking sources for the supply of active tags for research and monitoring projects under NAICS Code 334220. The Government anticipates awarding One (1) Firm-Fixed Price Indefinite Delivery Indefinite Quantities (IDIQ) contract for a Base Year and Three (3) One Year Option Periods. Prior to awarding the IDIQ, First Article Testing and Approval will be conducted to ensure that vendors can furnish a product that conforms to all contract requirements for acceptance. The Period of Performance is anticipated to be: Base Year: 01 September 2015 through 31 August 2016 Option Year 1:01 September 2016 through 31 August 2017 Option Year 2:01 September 2017 through 31 August 2018 Option Year 3: 01 September 2018 through 31 August 2019 The USACE has developed and demonstrated a juvenile salmon acoustic telemetry system (JSATS) consisting of acoustic micro-transmitters and autonomous, cabled and portable receivers for evaluating behavior and survival of juvenile salmonids migrating through the Columbia River Federal Power System (FCRPS). Future fisheries related research in the Portland and Walla Walla District's will benefit from the new micro transmitters. Survival studies as required by the Biological Opinion (BiOp) for the FCRPS are anticipated over the next four years with an anticipated 185,000 active tags required to complete the studies. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS 1. Point of Contact name, email address, and phone number. 2. CAGE Code and DUNS number. 3. Statement of Capability (SOC) a. Statement via cut sheets of your skills, knowledge, and equipment required to perform the specified type. b. Documentation and examples of recent relevant experience and technical competence with manufacturing active Fish Tags. i.Recent and relevant experience within the last five (5) years manufacturing active acoustic fish tags for juvenile salmon with the following tag specifications: -Size: less than or equal to 6.00 mm width less than or equal to 4.10 mm height less than or equal to 12.00 mm length Weight: less than or equal to Dry weight 430 mg Volume: less than or equal to 0.300 cm3 -Coated with Parylene-C - Acoustic Signal: Source Level: not less than +153 dB (re: 1 Pa @ 1 meter) -Battery life minimum - depending on PRI, the following represents minimum transmitter life based on commonly used pulse rate intervals: 3 seconds: 20 days 5 seconds: 30 days 7 seconds: 40 days 10 seconds: 60 days -Shelf Life - shall retain 85% of battery capacity for 12 months after manufacture when stored at room temperature in an inactive state. ii.Verifiable access to facilities that meet minimum capabilities for manufacturing large quantities of active fish tags per order. c. Statement of availability of Manufacturing facilities. The Government intends to advertise a solicitation for this project on or around 30 March 2015. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice.
