Description
Synopsis: The Government intends to award a sole source Firm Fixed Price Contract for Planet IRM software, installation, maintenance, support, training and professional services in support of the 114th Signal Battalion Raven Rock Mountain Complex (RRMC) Information Technology (IT) Directorate. The contract will be awarded for a 12 month period. The anticipated period of performance is 30 March 2015 through 29 February 2016. The North American Industry Classification System (NAICS) code is 541513, Computer Facilities Management Services, with a size standard of $25.5 Million. There is no solicitation for this requirement. No request for Proposal (RFP) will be issued. Interested parties may express interest and provide a capability statement no later than noon MST on 21 January 2015 This Notice of Intent to Award a Sole Source Contract is not a request for competitive proposals. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Background: The 114th Signal Battalion, also known as the Raven Rock Mountain Complex (RRMC) Information Technology (IT) Directorate, is the IT service provider for RRMC. 114th Signal Battalion herein is identified as the IT Point of Contact (POC) and RRMC herein is identified as the SITE. The IT POC Configuration Management System (CMS) was decommissioned in 2012 since the system no longer met Information Assurance regulatory requirements, the needs of the operating environment, and current best business practices of TechAmerica/ANSI EIA-649-B National Consensus Standard for Configuration Management. The IT POC continues to maintain an extensive drawing repository, a Web tool for some of the systems, spreadsheets, databases, scans, and other decentralized sources documenting the infrastructure. The repository of all this data is classified at the Secret level and resides on the Secure Internet Protocol Router Network (SIPRNET) in accordance with (IAW) with the classification guidance of SITE. The IT POC also has a partnership with the Information Technology Agency (ITA) serving the Pentagon area, which includes the SITE. ITA has an enterprise license for the Planet Infrastructure Relationship Management (IRM) product that is currently in development and is used as the configuration management system for the infrastructure of the Pentagon area. In keeping with ITA's standard, the IT POC must use the same Planet IRM product in order to collaborate and produce the same reports and metrics reported to the Pentagon Area CIO Council on a periodic basis. Using the Planet IRM product as the configuration management tool for the IT infrastructure of SITE will allow the IT POC to leverage ITA's expertise and enterprise licenses to allow for transparency of Configuration Management (CM) processes across the Pentagon area. The IT POC uses Information Technology Infrastructure Library (ITIL) best business practices for IT service providers to deliver efficient quality services to its customers. The Remedy Information Technology Service Management (ITSM) system is used to support the Change Management, Incident Management, Service Desk, and Asset Management processes. The IT POC also has established a Change Advisory Board and Configuration Board to support the CMS and control changes to the IT environment. The IT POC must continue to improve its processes to include Capacity Management, Availability Management, and Configuration Management in order to develop the total cost of ownership, lifecycle planning, project management support and situational awareness of our infrastructure. AutoCAD is the preferred drawing tool used by the drafting team to provide drawings in AutoCAD, MS Visio, and PDF formats to customers and project managers. The Contractor shall establish processes with the use of the Planet IRM for configuration management that will interface with the Remedy ITSM Asset Management in order to have one seamless solution. SCOPE: The Contractor shall provide complete implemented CM program with the acquisition and development of the Planet IRM software application to modernize the SITE IT CMS to meet information assurance regulatory requirements, support configuration management processes, meet EIA-649-B Configuration Management standards, and comply with network accreditation policies. SITE should be considered as a site off ITA's Enterprise license since ITA equipment on SITE will be managed in this system. EIA-649-B establishes best business practices for CM and identifies the tasks of CM. The Contractor shall provide a solution that aligns the SITE IT Configuration Management system with ITAs to provide stakeholders a common solution across the Pentagon area. All IT POC service centers are impacted by the configuration management database to control changes to the infrastructure.
