- P15PS00158 PURCHASE AND DELIVERY OF GRAVEL, TALLGRASS PRAIRIE NATIONAL PRESERVE. This is a combined synopsis /solicitation for commercial items in accordance with FAR 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (issued as a Request for Quotation); quotations are being requested and a written solicitation will not be issued. To receive an award as a result of this solicitation, vendor must be registered in the System for Award Management (www.SAM.gov) and possess and maintain a valid Dun & Bradstreet number. Offerors must comply with all instructions contained in the Internet Payment Platform (IPP) DOI Electronic Invoicing system. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. Responses through email are the preferred method. Email responses to patrice_pittman@nps.gov (with the subject clearly annotated "Gravel for TAPR". Offers by transmitted facsimile (fax) will also be accepted at (402) 661-1665. Description The National Park Service is seeking a qualified firm to provide gravel needed for the Tallgrass Prairie National Preserve as follows: A. Limestone gravel should be from near or close to the Flint Hills of Kansas. Non-riverbed limestone is required. B. Delivery of gravel will be located at various locations within Tallgrass Prairie National Preserve, 2480-B KS Hwy 177, Strong City, KS, 66869 on an as-needed or requested basis. Personnel authorized to make requests for gravel will call at a minimum one week in advance for delivery. The dump sites for the gravel may be located upon ranch roads near the headquarters area. Other sites may not be located within the headquarters area but within the park boundaries. C. The contractor is to provide a delivery ticket / sales slip when the delivery is made. D. The period of performance for this contract is March 1, 2015 through December 31, 2015. All responsible sources may submit an offer, which will be considered by the Government. A firm fixed price award will be made to the responsive, responsible offeror providing the lowest delivered price technically acceptable product. Quotes are to be provided for the following: Item 0010: 1.25 inch beige, clean, limestone gravel, 300 (est.)TONS Item 0020: 3/16 inch beige, clean, limestone gravel, 100 (est.)TONS Deliver to: Tallgrass Prairie National Preserve, 2480-B KS Hwy 177, Strong City, KS 66869, FOB destination. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-79, dated 15 December 2014. This acquisition is a 100% small business set aside, using NAICS 423320, size standard 100 employees or less.
