- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on January 22, 2015: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $5 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value to the Convict Lake Road project in which you performed ( as the prime contractor ) removal of timber pedestrian bride, embankment, excavation, rockery walls, pulverizing, and roadway aggregate. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS : CA FLAP CR 4S07(1) Convict Lake Road and CA FS Trail 4S07(2) Convict Lake Trail Project Location: Convict Lake Road, also designated as County Road 4S07, is located in Mono County, on the eastern side of the Sierra Nevada Mountains approximately 8 miles southeast of Mammoth Lakes, California. Convict Lake Road begins at the intersection with Highway 395, and terminates approximately 2.75 miles to the south at the turnaround at Convict Lake. The roadway is owned by Inyo National Forest (INF) and maintained by Mono County. The route is functionally classified as a minor collector servicing the INF. All facilities along the route are associated with the use of adjacent lands, and all of the traffic on Convict Lake Road is related to recreational use in the forest. The route serves as the only access to Convict Lake Resort, Convict Lake, a Forest Service campground, and marina. Convict Lake Trail is an existing paved Forest Service trail that runs along the eastern side of Convict Lake, adjacent to the roadway, for approximately 0.3 miles. Scope of the Work: The existing Convict Lake Road within the project corridor is a two-lane, paved roadway with varying widths and variable width unpaved shoulders, as well as multiple paved and unpaved pull-offs and intersecting roadways. The first 2 miles of the project are in rolling terrain. The remaining 0.75 miles is level with numerous parking areas adjacent to the roadway. There is heavy pedestrian and bicycle use along the entire route. The existing Convict Lake Trail is a paved Forest Service trail approximately 5 ½ feet in width and is bordered by heavy riparian vegetation. There are several locations that the trail was been undercut and has failed. Due to the narrow width of the trail and the surrounding sensitive vegetation, there will be limited access for large construction equipment at the trail location. The proposed road improvements involve resurfacing, rehabilitation and restoration work for 2.75 miles of Convict Lake Road. Specific project elements, which would follow the existing roadway, include the following: · Within Segment 1, from Mile Post [MP] 0.00 to 1.90, widen the existing roadway to accommodate two 11-foot travel lanes, a 5-foot shoulder adjacent to the southbound (uphill) travel lane, and a 1-foot shoulder adjacent to the northbound (downhill) travel lane (a total paved width of 28 feet). · Within Segment 1, from MP 1.90 to 2.20, widen the existing roadway to accommodate two 11-foot travel lanes and 3-foot shoulders (a total paved width of 28 feet). · Within Segment 2 (MP 2.20 to 2.75), the existing 22 feet of roadway will be repaired within the existing alignment. · Rehabilitation of existing pull-outs. · Ditch grading, shoulder reconditioning, embankment reconstruction, pulverizing existing pavement and paving. · Slope scaling of existing slopes with unstable rock. · Replacement of the wooden pedestrian bridge adjacent to the existing vehicular bridge with a wider concrete pedestrian bridge and sidewalk. The new pedestrian bridge will include pedestrian railings to meet current safety standards. The following items are important to note regarding bridge construction: • The pedestrian bridge will be constructed immediately adjacent to the existing vehicular bridge. Care will need to be taken so as not to impact the existing structure or foundations during construction. • There are several utilities running under the existing pedestrian bridge which are to remain undisturbed throughout construction. • The foundations for the new pedestrian bridge will be constructed immediately adjacent to the existing foundations. • Layout of the new pedestrian bridge elements, including slabs, sidewalk and handrails will need to take into account kinks in the current bridge alignment. • Removal of existing pedestrian bridge abutment concrete. · Retrofit of the existing pedestrian railing on the lake side to meet current safety standards. · Replacement of old or damaged drainage culverts and extension of culverts to accommodate the wider roadway. · Replacement of the existing creosote timber walls at the parking area along the lake with rockery walls. New pedestrian railings will also be installed for pedestrian safety. · Upgrading regulatory/warning signs and guardrails to meet MUTCD guidelines. The proposed trail improvements involve removing the existing pavement, adding new base course, and paving. The proposed trail rehabilitation will maintain the existing horizontal and vertical alignment along the majority of the trail with minor adjustments to the horizontal alignment. Trail realignments are proposed at the south end of the trail, for approximately 700 feet, in order to meet ADA standards. Improvements also include trail obliteration, repairing or replacing minor drainage structures, slope armoring to reduce erosion, rockery, and removal of benches. Disturbance will be limited to the existing trail footprint and areas of realignment. Principal Work Items: Approximate quantities for major work items: •· Lump sum - removal of timber pedestrian bridge •· 4,000 cubic yards of embankment construction •· 12,000 linear feet of shoulder excavation •· 500 square yards of rockery walls •· 150 stations of pulverizing, 6-in depth •· 3,500 tons of roadway aggregate •· 8,500 tons of superpave pavement •· 50,000 square yards of prime coat •· 100 linear feet of precast, prestressed concrete slabs •· 800 linear feet of handrail Work along this route will take place within environmentally sensitive areas and will require interactions with the Forest Service, the County, and the travelling public. Full road closures will only be permitted along portions of the route. In all other locations, delays due to construction will be limited to a maximum of 30 minutes. It is anticipated that this project will be advertised in April 2015 with construction occurring from June through September, 2015. The contracting range for this project is between $3 million and $5 million.
