- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. INVOICING INSTRUCTIONS: Invoices shall be submitted electronically through Wide Area Workflow (WAWF), in accordance with Clause 252.232-7006 and the WAWF instructions. CLIN 0002; Accounting for Contracting Service Cost for Providing Accounting for Contract Services - ACC-APG 5152.237-4900, Accounting for Contract Services Requirement, has been added to the statement of work, and contractor is required to provide data on contractor manpower (including subcontractor manpower) for performance of this contract. For further assistance, email the CMRA Help Desk at https://contractormanpower.@hqda.army.mil. PERFORMANCE STATEMENT OF WORK FOR ON-LINE SUBSCRIPTION SERVICE 1.GENERAL. The U. S. Army Public Health Command (USAPHC) Library requires the services to provide the on-line subscription acquisition and control for the PHC Library usage. The contractor shall furnish technical personnel with demonstrated experience and knowledge in the acquisition and control of domestic and foreign specialty journals with on-line access and usage. 2. PERIOD OF PERFORMANCE: BASE YEAR: to be determined at time of award OPTION YEAR ONE (1): to be determined at time of award 3. REQUIREMENTS: a.Ability to place orders for domestic and foreign journal subscriptions with publishers. (*Note: the journals required by the library are not mass-circulation magazines but scholarly journals in chemical, engineering, toxicological, medical, nursing, and public health disciplines to include various titles that are published in foreign countries). b.Provide full text articles for specific information as requested. c.Provide order confirmation of journal subscriptions within 10 business days of receipt. d.Pay invoices received from the publisher within 30 days of receipt unless otherwise indicated by publisher. e.Ensure publishers provide delivery to the USAPHC-Headquarters. f.Ability to provide any missing journal issues as requested by the USAPHC library. g.Provide notices of all title changes h.Provide back issues of missing issues where available from publishers upon request. i.Provide notices of any changes of availability, discontinuance of titles, and so forth. j.Provide customized database to offers both basic and advanced search capabilities that can be tailored to a specific research topic and provide the full text product. k.Supports an online function which enables the library administration to generate current and historical usage statistics and reports. l.Subscriptions required are listed below: Academic Search Premier (unlimited users) CINAHL (1 user) Cochrane Collection Plus (1 user) Health Business Elite (unlimited users) International Pharmaceutical Abstracts (1 user) MEDLINE (unlimited users) Biomedical Reference Collection: Comprehensive (unlimited users) Nursing and Allied Health Collection: Comprehensive (unlimited users) Alt-Health Watch (unlimited users) 4. PLACE OF PERFORMANCE: ON-LINE DATABASE USAGE 5. GOVERNMENT TECHNICAL POINT OF CONTACT: to be determined 6. NON-PERSONAL SERVICE STATEMENT: Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of any Government official. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).
