- AHRQ Comparative Health Systems Performance Coordinating Center DRAFT SOW This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes. The Agency for Healthcare Research and Quality of the Department of Health and Human Services, Center for Delivery, Organization, and Markets has developed a draft Statement of Work (SOW) for a Comparative Health System Performance Coordinating Center. Industry input is sought. Interested parties are invited to provide comments, questions and suggested changes for the Government's consideration prior to the finalization of the RFP. The Government reserves the right to review the comments and suggested changes and make appropriate SOW changes in accordance with Government requirements. Industry input should be brief, clear, organized, and cite specific task numbers and paragraphs. The Government will not respond individually to input it receives. However, please identify a Point of Contact and email address for clarification, if necessary. The Agency does not anticipate a question & answer period after release of the RFP; therefore all interested parties are encouraged to respond to this notice. Background A major AHRQ priority is producing evidence that will increase the affordability, efficiency and quality of health care. AHRQ seeks to develop and spread evidence to measure and enhance the efficiency of healthcare delivery systems. Delivery system reform has created new models of service delivery intended to facilitate the spread of patient-centered outcomes research (PCOR). AHRQ seeks to improve the efficiency and value of U.S. health care by understanding how high performing health care systems quickly diffuse PCOR evidence into practice to improve outcomes and reduce costs. AHRQ's goal is to identify, characterize, and classify types of delivery systems and to compare the performance (quality, resource use, cost) of these systems with each other. Purpose The purpose of this requirement is to establish a single Comparative Health System Performance Coordinating Center to facilitate and support activities of the Centers of Excellence to be funded under FOA HS-14-011, Comparative Health System Performance in Accelerating PCOR Dissemination. The Comparative Health Systems Performance Coordinating Center is intended to support the Centers of Excellence on Comparative Health System Performance activities by leveraging expertise, infrastructure, and resources across three Centers of Excellence (CoEs).
