Description
This special notice was originally posted on 14 January 2015 it is being modified to correct the solicitation number to W91278-15-R-0013. The U.S. Army Corps of Engineers has a requirement for the procurement and installation of a Closed Circuit Television and Access Control System (CCTV-ACS) and a Fire Alarm and Mass Notification System (FA-MNS) that will be a part of the NAMRU-6 Laboratory construction project. The government is seeking to specify the use of two (2) manufacturers, under the authority of FAR 13.106-1(b)(1), for the two (2) categories of electronic systems listed below in order to insure compatibility among Life, Health, Safety and Antiterrorism, Force Protection and Operational Security systems. The use of different incompatible electronics in systems which involve Life, Health, Safety, OPSEC and AT/FP could lead to the death or injury of US and Host Nation personnel occupying the Naval Medical Research Site or compromise to critical US military medical research. The failure of the ACS in an area where terrorist groups target US personnel and interests could result in the death or injury of US personnel and damage or destruction to US property and disruption to vital medical research. If these items were to be procured by a separate action, this would occur after Beneficial Occupancy Date (BOD). Therefore, the labs would not be fully functional until the FA & MNS and ACS systems could be brought on line and this would result in unacceptable delays in research vital to national security and to general world health. Therefore, it is determined to be in the Government's best interest to specify the following commercial systems for use in the NAMRU-6 Construction project: a. Fire Alarm and Mass Notification System (FA & MNS): Siemens-$30,000.00 (estimated) 1.Fire alarm & mass notification system is an electronic system to detect fire and alert building occupants thru visual and audio appliances when smoke or fire is present. 2.The existing Fire Alarm & Mass Notification system (FA &MNS) in NAMRU - 6 campus is made by Siemens. Any new FA & MNS system will have to be by Siemens so NAMRU 6 can maintain their existing FA & MNS network. New Siemens FA&MN systems will be specified (Sole-Source) to maintain the existing FA & MNS network. b.Closed Circuit Television and Access Control System (CCTV-ACS): Lenel-$25,000.00 (Anti-Terrorism/Force Protection and Operational Security systems (AT/FP & OPSEC)). 1.CCTV system is a closed-circuit television system also known as video surveillance. CCTV is used to monitor and record activities around NAMRU-6. The CCTV system includes cameras & a network video recorder. Access Control System (ACS) system is an electronic system to limit access to buildings on NAMRU-6 to authorized personnel only. 2.The existing CCTV & Access control System (ACS) in NAMRU - 6 campus is made by Lenel. Any new CCTV & Access control System (ACS) system must be made by the same manufacturer if NAMRU 6 maintains the existing CCTV & ACS network. It is anticipated that a Firm-Fixed-Price Contract will be awarded. The (NAICS) code is 238210 and the number dollar amount is $55K for these two systems. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. However, all responses received within fifteen calendar days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
