- Justification and Approval Slide Valve Actuator The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to place a Firm Fixed Price (FFP) contract to Moog Flo-Tork (Orrville, OH; CAGE Code 07270) for the purchase of two (2) Slide Valve Actuator power cylinders on a sole source basis in accordance with 10 U.S.C 2304(c)(1). The procurement of the two (2) Slide Valve Actuator power cylinders is to make a replica of the MK 71 Torpedo Tube, as installed on VA Class submarines for use in a land-based test facility. Moog Flo-Tork designed and manufactured all of the Slide Valve Actuator power cylinders for the U.S. Navy and sold them exclusively to Electric Boat (EB) / Newport News (NN) for implementation in new construction submarines. Moog Flo-Tork is the only source capable of manufacturing a replica of the exact system installed on VA Class submarines and is therefore the only vendor that can meet the Government's needs. This is a one-time acquisition with Moog Flo-Tork in order to complete the land-based test facility. The NAICS Code is 333995, Fluid Power Cylinder and Actuator Manufacturing. The size standard is 500 employees. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on any responses to this notice is solely within the discretion of the Government. Further details will be released upon issuance of RFP No. N66604-15-R-0767, which is anticipated to be on or about 9 February 2015.
