- DRAFT Statement of Work (SOW) Request For Information The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) intends to issue a solicitation for proposals to provide 9mm luger handguns. The release of the solicitation is planned for 2016. ICE is publishing the attached draft of the Statement of Work (SOW) prior to release of the solicitation in order to allow industry the opportunity to review it and submit questions. Please submit all questions in writing via email to Ramon Ramos, Contract Specialist, Immigration and Customs Enforcement. The email address is ramon.ramos@ice.dhs.gov. Questions are due not later than 4:00 PM ET, on February 13, 2015. This is a Request For Information (RFI) only for the sole purpose of conducting market research. This is NOT a request for proposals. No contract will be awarded as a result of this RFI.
