Description
Part 1 GENERAL INFORMATION 1.0 General. This contract provides United States Forces Korea (USFK) with Joint Cyber Center (JCC) support services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who, in turn is responsible to the Government. 1.1 Description of Services. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform JCC support services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Background. The Commander, USFK (CDRUSFK) chartered the USFK JCC to establish, provide, and maintain a leading edge cyberspace operations capability to support directly the Combined, United States (US) and Republic of Korea (ROK) operations within the Korean Theater of Operations (KTO) to establish and maintain cyberspace superiority and perform cyberspace operations during armistice, contingencies and war. The USFK JCC accomplishes this mission as defined in the Secretary of Defense Memorandum quote mark Transitional Framework for Cyberspace Operations Command and Control quote mark dated 01 May 2012. Organic cyberspace capabilities provide critical services for the Combined Forces Command (CFC) and USFK C2 networks and associated systems. It is imperative to support the CDRUSFK with the ability to manage C2 networks and protect them against cyberspace intrusions and attacks. A robust cyberspace situational awareness (SA) is fundamental to achieve mission and objectives, identify and defend against adversarial threats, and provide continuous and reliable network-centric operations. The ultimate end state is friendly forces cyberspace dominance operating through secure and reliable networks without prohibitive adversary cyberspace interference while denying the adversary cyberspace freedoms of actions. 1.3 Objectives. Unless otherwise noted, the specified tasks performance and scope encompasses the USFK command and staff. Contractor personnel assigned shall provide cyberspace related services and recommendations to the USFK Command and Staff. Specific JCC tasks support evaluating the USFK current and future cyberspace requirements and efforts by identifying USFK capabilities, improvement opportunities, and threats to essential C2 systems. This includes planning, designing, and managing cyberspace security and posture initiatives that cover an extensive range of cyberspace related products and services including but not limited to: Cyber Defense Operations Cyber Intelligence Analysis and Support Joint Network Operations (NetOps) Support Cybersecurity Operations Plans (OPLANS) and Concept of Operation (CONOPS) Plans Consultation and Development Predictive Analysis and Trending 1.3.1. Core Business Hours Support. The contractor shall provide for all services and complete all required tasks within the core business hours. The contractor shall also attend meetings, Video-Teleconferences (VTCs), OPTs, and meet other requirements on a regular basis outside of these hours. 1.3.2. Non-Core Business Support. During periods of low activity outside of core business hours, the contractor may reduce the on-site skill sets and services represented to a minimal level. The contractor shall recommend periods of low activity with government concurrence. This minimal level will consist of cyber watch functions and cyber incident management. Upon notification that an incident or event exists that requires additional skill sets not represented, the contractor shall recall the required personnel within 60 minutes. 1.3.1. Provisional Level Support. The contractor shall provide a Provisional level of support upon the contract start date + the period of the Phase-In Plan timeframe. The contactor shall perform all necessary tasks in order to begin a Provisional level of support at the day following the Phase-In plan dates. The Government defines a Provisional level of support as performing all cyber operational and intelligence functions per the stated functions below during the business hours of 0600-1800. Provisional operations do not require operations during holidays but do require the ability to surge during exercises and significant cyber incidents. 1.3.2. Operational Level Support. The contractor shall achieve an Operational level of support contingent upon funding. The government may or may not move to Operational level support during the duration of this contract. The Government defines an Operational level of support as fully performing cyberspace operations per this contract, 24/7/365. The government will provide the contractor with at least 120 days notice prior to moving to an Operational level of support. Once moved, the government will not return to a Provisional level of support. 1.4 Scope. This PWS addresses cyberspace capabilities providing services for the CFC/USFK C2 networks and associated systems to fully implement the JCC across the KTO. Robust cyberspace research, analysis, operations and situational awareness is fundamental to achieve the USFK mission and objectives, defend against and categorize threats, and allow for network centric operations. The ultimate end state is dominance of cyber space by friendly forces that permits the secure, reliable conduct of operations by friendly forces, and their related land, air, maritime and space forces at a given time and place while mitigating adverse actions by the adversary. 1.5 Period of Performance. The period of performance (PoP) shall include a phase-in period, a base period, and three (3), 12-month option periods. The PoP reads as follows: Phase-in: 1 Jun 2015 - 14 Jul 2015 Base Period: 15 Jul 2015 - 31 May 2016 First Option: 1 Jun 2016 - 31 May 2017 Second Option: 1 Jun 2017 - 31 May 2018 Third Option:1 Jun 2018 - 31 May 2019 PART 5 SPECIFIC TASKS 5.0 Specific Tasks. The Contractor shall provide the following services. 5.1 JCC Support. The contractor shall provide support in the cyberspace Lines of Operations (LOO): Defensive Cyberspace Operations (DCO), Offensive Cyberspace Operations, Department of Defense Information Network (DoDIN) and Cyber Intelligence services. Offensive Cyberspace Operations support is limited to planning support only. The contractor shall ensure full functionality of the USFK JCC for all cyberspace lines of operation as required on a day-to-day basis. The contractor shall support the efforts of evaluating current and future USFK cyberspace requirements, operations and products and their inherent capabilities, identifying possible improvement opportunities, and identifying and characterizing threat actors. This includes planning, designing and implementing projects to improve overall cyberspace security and posture and will cover an extensive ever evolving range of cyberspace related products and services. 5.1.1 Task 1, JCC Program Management and General Support. JCC program management and general support is a primary effort and is critical to the successful function of the JCC. Administrative support is intrinsic to other tasks and is performed as needed. 5.1.1.1 As directed by and with Government oversight, develop, deliver and implement procedures, policies, CONOPS, and USFK JCC strategy and guidance documents, SOP, emergency action operations, checklists, etc., to establish daily, weekly, and monthly battle rhythms with 90 days of contract start date. Provide recommendations for documents that already exist to bring to a state of completeness, efficiency, soundness and compliance with prescribed doctrine and policy. Document processes and write documents that do not yet exist, providing for government review and approval. 5.1.1.2 Prepare products for a variety of audiences, including senior leadership level products (GO level quality briefings, point papers, position papers, incident responses, etc.) for General Officers and Senior Executive Service leaders, working groups, and JCC and other organizations. Joint Cyber Center military leadership will review and approve these products. 5.1.1.3 Support the JCC working groups in daily operations. The contractor shall synchronize JCC initiatives among the working groups to ensure unity of effort and coverage of action items. The contractor shall draft agendas and meeting notes for JCC working groups. 5.1.1.4 Coordinate and attend meetings or conferences between cyberspace equities stakeholders to include DISA, Army, Navy, Air Force, Marines, ROK, Special Operations Command-Korea, and other agencies both in and outside of the KTO to ensure common SA. 5.1.1.5 The contractor deliver comprehensive daily, weekly, monthly, quarterly, and annual cyberspace common operational pictures (COP). The initial cyberspace COP shall be delivered NLT 60 Days after Contract start date. Product will support 4-star and below general officers and senior executive services civilian, commanders at all levels, and USFK staff products ranging from PowerPoint briefings, point papers, and position papers. 5.1.1.6 Perform the necessary administrative functions to include scheduling, managing, and synchronizing the JCC calendar and meetings, work shifts, video-teleconferences, and teleconferences as needed. This includes developing, coordinating, and disseminating associated agenda items and products within the JCC staff. 5.1.1.7 Setup and attend JCC-led conferences. The contractor shall be responsible for drafting conference agendas, capturing and producing minutes, and distributing notes to appropriate JCC and USFK J-staff members. 5.1.1.8 Attend cyberspace and related conferences and seminars as required and provide a written trip report and assessment of impact to the USFK JCC. 5.1.1.9 Develop, coordinate, and disseminate JCC items (briefings, meeting notes, calendar synchronizing, etc.) with the USFK J-staff as required. 5.1.1.10 The contractor shall produce lessons learned and best practice products from the cyberspace community such as operational and exercise lessons learned, best practices, and other cyberspace items of interest. 5.1.1.11 Provide content management in managing the vast amount of information associated with the cyberspace domain, including the administration and cyber content management on the JCC SharePoint portals. 5.1.1.12 Enter, record, and track to completion internal and external Requests for Information (RFIs). 5.1.2 Task 2, Analyze, Research and Recommend Improvements. The contractor shall analyze research and deliver recommended procedures, processes, changes, and improvements to JCC capabilities, operations, functions, mission essential tasks, and products. 5.1.2.1 The contractor shall develop and deliver recommendations to the JCC Concept of Operations (JCC CONOP) within 60 days of contract start date. The contractor will request and incorporate the current requirements, guidance and written documentation from the current JCC military and government leadership into the CONOP. The JCC CONOP recommendations shall sufficiently describe the operations and functions of the organization in sufficient detail to implement with current manning, structure, and resources while successfully performing the JCC required mission. The contractor shall update the JCC CONOP at a minimum annually and as directed by the Government. 5.1.2.2 Develop recommended command guidance, recommend prioritization, and when directed, integrate cyberspace concept of operations with CCMD, Joint Task Forces, and JFCCC. 5.1.2.3 The contractor shall develop a Final Assessment and Concept Plan (FACP) derived from the initial CONOP. The contractor shall deliver the FACP 120 days after the Government accepts delivery of CONOP. The FACP shall reflect an in-depth level of detail and rigor and shall incorporate the lessons learned, training, exercise, and real-world operational After Action Report assessments. The FACP shall also capture changes and additions to the initial CONOP. The FACP will be updated annually and will then be titled the JCC Annual Assessment and Concept Plan (JAACP). 5.1.3 Task 3, Defensive Cyberspace Operations (DCO) Support. DCO support is a primary effort. The overall goal of DCO support is to provide defensive analysis, reporting and recommendations, provide cyberspace defensive posture risk analysis, mitigation strategies and solutions, and analyze cyberspace network events to determine the impact on current operations. The DCO support activities require research, analysis, and coordination across multiple agencies, adherence cyberspace best practices, and cyberspace subject matter expertise (SME) consultative support to the USFK Command and Staff, Services and components operating in the KTO and US Pacific Command (USPACOM) AOR. The contractor shall perform DCO support by conducting research and evaluating technical, nontechnical, intelligence, and commercially available information with specific emphasis on network operations and cyberspace warfare techniques, tactics, and procedures focused on the threats to US networks, and where applicable, commercial networks and systems that directly or indirectly supporting DoD interests and operations. The contractor shall develop and deliver defensive reports that include recommendations and solutions to strengthen cyberspace defensive posture and a concise analysis of network events to determine the impact on current operations. 5.1.3.1 The contractor shall develop and deliver a DCO Estimate (DCO-E). The Contractor shall use current procedures, regulatory guidance, best business practice and JCC leadership requirements to develop and maintain the DCO-E. The initial estimate will consist of prioritized, comprehensive running estimate of defensive cyber strengths and vulnerabilities and correlations of these to the current cyber threat. It will assess the risk to the networks and recommend mitigation strategies. It will incorporate technical and nontechnical reports including NetOps reporting, mission requirements, operational impact, and intelligence analysis. The contractor shall provide an initial estimate with 120 days after contract start date and monthly thereafter. 5.1.3.2 Assist with ROK liaison activities in support of cyberspace actions, including sharing of cyber information and reports, attending meetings, and performing cyberspace operations in a combined environment. 5.1.3.3 Exercise communications and coordination with the Defense Information System Agency (DISA), the Computer Network Defense Service Providers (CND-SPs), PACOM, and other cyber and NetOps related organizations in support of the flow and exchange of information, reports, and the coordination of defensive cyber operations. 5.1.3.4 Facilitate the direct support relationship to the Enterprise Operations Center with specific cyberspace intelligence, cyberspace source, and other DCO activities. 5.1.3.5 Provide cyberspace Attack Sensing & Warning capabilities familiar with data from USFK Intrusion Detection System logs, Intrusion Prevention System logs, firewall logs, USCYBERCOM SA Reports (SARs), Defense Information Systems Agency (DISA) security briefings, and additional Joint Information Environment IA Defense-in-Depth solution sources. Coordinate with service Computer Network Defense-Service Providers (CND-SP) for additional cyberspace information on those networks not operated or maintained by USFK. 5.1.3.6 Conduct follow-up analysis of incident reports and other suspicious activity reported by the local service providers as well as external agencies as directed by the Government (e.g., tippers, SARs, etc.). 5.1.3.7 Conduct cyberspace trend, correlation, and risk analysis of all cyberspace threat activity identified in the KTO and maintain historical cyberspace files of incidents and threat events. 5.1.3.8 Interpret, analyze, and report all events and anomalies IAW computer network directives by coordinating with related and affected organizations. The contract shall provide assessments and recommendations to mitigate events and anomalies. 5.1.3.9 Produce GO quality papers, presentations, recommendations, findings and develop a research reference list to quickly find answers to cyberspace related questions for a diverse range of cyberspace operations personnel and officials. Products may be oriented to a range of technical, operational, and other audiences and for various purposes (information, decision making, etc.). The audience, purpose and context must be appropriately considered when preparing materials. 5.1.3.10 Develop and maintain analytical procedures to meet changing requirements and ensure maximum operations through coordination with other cyber, NetOps, Intel and other organizations providing services within the Korean Information Grid. 5.1.3.11 Provide for Cyber Watch services. The Cyber Watch ensures there is complete coverage during service hours (Provisional or Operational) to provide cyber incident management and response. Cyber incident management and response includes monitoring directed reports and systems to detect potential incidents, comparing potential events with established criteria, reporting anomalies that do not fit the established criteria, characterizing events with established criteria, responding to incidents through established processes, coordinating and synchronizing response actions through multiple personnel and organizations, and reporting actions as directed through technical, operational, and leadership channels. 5.1.3.12 Analyze current cyber incident handling procedures to identify weak areas or inefficiencies. Conduct research to find ways to improve overall process; submit recommendation to the government. Contractor shall develop and deliver an analysis of the quote mark As-is quote mark cyberspace incident handling procedures for the KTO IAW applicable regulations, guidance and policy. Deliverable shall include recommendations to transition the process to a quote mark To-be quote mark process handling methodology. Contractor shall provide the results to the government within 120 days of contract start date. 5.1.4 Task 4, Cyberspace Intelligence Support. The contractor shall provide cyberspace intelligence support services. Overall direction and control of all Intelligence functions will remain with the government. The cyberspace intelligence overarching activities are to monitor, assess, characterize, and understand cyberspace adversary activities in order to provide assessments, analysis, presentations, and other products in support of DCO and other internal and external consumers of Cyber Intelligence. It is imperative that the contractor collaborate frequently and well internally with the Defensive Cyberspace Operations (DCO) and other JCC personnel, and externally with cybersecurity and other related personnel and organizations to facilitate the frequent and dynamic nature of the cyber intelligence information flow. The contractor shall develop and deliver initial products within 120 days after contract start date and daily, weekly, monthly, quarterly, or annual as prescribed in the JCC SOP. 5.1.4.1 Develop and deliver cyberspace assessments and threat profiles based on current events, threats, and technologies. 5.1.4.2 Conduct all-source research to characterize the technical capability and intent of cyberspace threat actors and possible impact on USFK network characteristics, strengths, and vulnerabilities. The contractor shall develop and deliver an initial report due within 120 days of contract start date and monthly thereafter. 5.1.4.3 Provide cyberspace intelligence assessment, analysis and presentation support concentrating on current cyberspace adversary activities and output at the necessary security classification level. 5.1.4.4 Facilitate, with government guidance, cyberspace intelligence collection, production, and dissemination of data and products related to cyberspace threats and information grid vulnerabilities. 5.1.4.5 Provide cyberspace intelligence analysis and assessments for the USFK Commander and Joint Staff through coordinated products published in multiple documents at various classification levels up to TS/SCI. 5.1.4.6 Provide theater cyberspace intelligence SME for the USFK JCC. 5.1.3.7 Provide SA for adversary cyberspace capabilities and intentions. 5.1.4.8 Coordinate cyberspace intelligence requirements and products through the USFK J2/Joint Intelligence Operations Center (JIOC), and when directed, the US Intelligence Community. 5.1.3.9 Develop and manage cyberspace Indications and Warning to support the USFK Commander's Critical Information Requirements, Priority Information Requirements, and operational decision points. 5.1.4.10 Coordinate all-source collection requirements and management for cyberspace planning with USFK J2 and JIOC. 5.1.4.11 Assist in defining cyberspace intelligence requirements, Intelligence Gain Loss assessments, and planning development activities. 5.1.4.12 Assist in validating cyberspace RFI and collection requirements and coordinate submission into the appropriate collection management system. 5.1.5 Task 5, JCC Cyberspace Planning Support. The Contractor shall provide cyberspace planning support. The contractor shall provide initial products within 120 days after contract start date and daily, weekly, monthly, quarterly, or annual as prescribed in the JCC SOP. 5.1.5.1 Provide cyberspace planning support. 5.1.5.2 Collaborate with the cyberspace and intelligence communities to analyze the cyberspace threat identification process, assess countermeasures, and participate in the cyberspace planning process. 5.1.5.3 Perform joint cyberspace exercise, operations, security, and IT planning and execution. 5.1.5.3.1 Develop recommended solutions to meet USFK and supported cyberspace requirements. 5.1.5.3.2 Conduct research and analysis on cyberspace exercise, operations, and plans. 5.1.5.3.3 Develop materials related to joint cyberspace exercise, operations, security, and IT planning and execution, exercise briefings, scenarios and injects. 5.1.5.3.4 Manage combatant command (CCMD) joint-level cyberspace training, and integrate cyberspace affects into Tier 1 level exercises. 5.1.5.4 Conduct joint cyberspace operational planning. The contractor shall develop and deliver initial products within 120 days of contract start date, as well as daily, weekly, monthly, quarterly, or annual as prescribed in the JCC SOP. 5.1.5.4.1 Integrate cyberspace planning, operations, intelligence, adversarial locations, and readiness processes into CCMD plans and operations. 5.1.5.4.2 Synchronize and de-conflict cyberspace activities with air, land, and maritime fires. 5.1.5.4.3 Synchronize cyberspace effects timing and tempo with other CCMD operations. 5.1.5.4.4 Conduct joint operational level cyberspace synchronization and de-confliction with other CCMD Joint Forces Cyberspace Component Commands (JFCCC) and JCCs, USCYBERCOM and other non-DoD US Departments, law enforcement, and CI activities. 5.1.5.4.5 Assist in the development of cyberspace intelligence requirements at the appropriate intelligence access and oversight levels in support of CCMD objectives. 5.1.5.4.6 Develop and deliver reports and products to reflect the cyberspace planning process (e.g., tasking orders and other guidance; network and operational priorities; Indications and Warnings, and Attack; Sensing and Warning materials). 5.2 Task 6, Contract Management. The contractor shall provide resources needed to perform administrative support functions commensurate with task staffing levels required to support this PWS. Examples of administrative support functions include information dissemination to staff members, preparation of monthly progress reports, data entry, property accountability, employee work schedules, phone rosters, briefing preparations, meeting minutes, meeting agendas, responses to data calls, USFK Regulation 700-19 requirements, and like activities. 5.2.1 Task 6, sub-task 1, Contract Manager and Key Personnel. The Contractor shall provide Key Personnel as listed in paragraph 1.6.8.2 of this PWS and identified in the proposal submission. The contractor shall also provide the resumes and letters of intent for the CM/COS and key personnel being proposed. The CM/COS shall ensure all contractor resources provided for performing administrative support functions are commensurate with the necessary staffing levels to execute services. The CM/COS shall be responsible for all aspects of the contract and shall serve as the Service Level Manager for the duration of the contract. Identified and named key personnel must provide the services proposed for the contract BY and for each OY unless replaced or removed for unsatisfactory performance or other unavoidable situations. Contract Manager and/or Key Personnel substitution after contract award shall only be authorized upon a written request to the KO in unavoidable circumstances. 5.2.2 Task 6, sub-task 2, Project Management: The CM/COS is responsible for day-to-day coordination of project activities and client contact. The CM/COS shall manage projects in compliance with plans and strategy briefs in relation to one or multiple projects, ranging from very low complexity to very high complexity. The CM/COS shall be directly responsible for scheduling, tracking, risk analysis, cost management, variances, change management, evaluating, and controlling projects supporting this contract. 5.2.3 Task 6 sub-task 3, Management of Personnel. 5.2.3.1 The contractor shall determine and provide the required number of personnel needed to fully support the entire scope of the baseline contract effort and submit all personnel information by position, functional area labor category, and certifications. 5.2.3.2 Contractor shall submit to the Government all documents required to meet USFK Regulation 700-19 criteria and ensure all contractor personnel are able to attain invited contractor status on the first date of IOC. 5.2.3.3 The contractor shall advise the COR of any employee-announced intent to depart this particular contract within 24 hours. Contractor shall assure that upon termination or transfer of any employee, simultaneous action is taken to assure that said employee ceases to have access to services provided to invited contractors. The contractor shall assure that identification passes or other documents pertinent to or peculiar to the contract or privileges there under are turned over to the issuing office upon termination or transfer of any employee. The contractor shall require a written receipt of such return and shall immediately forward a copy to the COR. 5.2.4 Task 6, sub-task 4, QCP. The contractor shall deliver the QCP NLT 30 calendar days after contract award as addressed in Part I of this PWS. 5.2.5 Task 6, sub-task 5, QCR: The contractor shall deliver the QCR NLT the 5th calendar day of each month following each month of the contract's PoP and perform any quality control actions required to successfully meet the terms of this PWS. 5.2.6 Task 6, sub-task 6, PITP: The contractor shall deliver a detailed and completed PITP NLT 30 calendar days after contract award as addressed in Part I of this PWS. 5.2.7 Task 6, sub-task 7, POETP. The contractor shall deliver the POETP 30 calendar days prior to the conclusion of the contract PoP as addressed in Part I of this PWS. 5.2.8 Task 6, sub-task 8, Contractor Management Reporting Application. The contractor shall comply with the following Contractor Management Reporting (CMR) Application (CMRA) reporting requirements. 5.2.8.1 The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall completely fill in all the information in the format using the following web address https://contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, KO, and COR. (2) Contract number, including task and delivery order number. (3) Beginning and ending dates covered by reporting period. (4) Contractor's name, address, phone number, email address, identity of contractor employee entering data. (5) Estimated direct labor hours (including sub-contractors). (6) Estimated direct labor dollars paid this reporting period (including sub-Contractors). (7) Total payments (including sub-contractors). (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different). (9) Estimated data collection cost. (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information). (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website). (12) Presence of deployment or contingency contract language. (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the PoP not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database serveror fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor's system to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. 5.2.8.2 Reporting inputs will be for the labor executed during the PoP during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2014.
