Description
The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Design/Build contractor with the capacity and qualifications to provide design/build services to add new fire water lines to the existing system to achieve a complete loop, and replace the existing gas lines at the Collbran Job Corps Civilian Conservation Center in Collbran, Colorado. All existing fire hydrants will be replaced with new hydrants to meet the current Collbran fire department requirements, and new sectionalizing valves will allow for isolation of campus buildings should future work on the system be required. The work includes approximately 400 LF of new water pipe, 530 LF of replacement water pipe, 2500 LF of replacement gas lines, and sectionaizing valves for each system. The work also includes a topographic survey, identifying all existing underground utility locations, and soil investigations applicable for design. Also included in the work is miscellaneous replacement of paving, sidewalks, and distributed landscaping as required to accommodate the utility work. The estimated construction range is between $250,000 and $500,000. Interested offerors are encouraged to submit a statement of qualifications. Your statement of qualifications should provide sufficient information that clearly describes the qualifications and experience of your firm in the following areas: 1. Previous projects similar in scope and value Provide two or more building utility projects that are similar is scope and value required under this project located on operating facilities, high schools or college campuses with a $250,000 to $500,000 constructed value performed within the last five years. Provide previous project examples and copies of manufacturer certifications. Your project examples should include the location of the project, the project owner, a brief description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, and the final contract amount. 2. Project Location Provide examples of two or more related projects performed in the State of Colorado completed by the Design/Build Contractor within the last five years indicating familiarity with local conditions and with the subcontracting community. Using the previous project examples identify the project location by State and City. 3. Cost control, project schedule, safety and quality of work A. Your previous project examples should include the date of the notice to proceed, the original contract completion date and actual completion date for each project. B. Using previous projects indicate the contract award amount, the final contract value, and the percentage of change order value relative to the total construction value for each project. C. Using the previous projects, define your Safety and Quality Control procedures and protocols applied to all projects. The EMR Safety Ratings for 2012, 2013 and 2014 should also be included in your response. Responses to this Notice will be evaluated based on the following Qualifications, which are listed in order of importance. 1. Previous projects similar in scope and value 2. Project Locations 3. Cost control, project schedule, safety, and quality of work This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON FEBRUARY 2, 2015, BY 3:00 PM EST, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO: gloster.monica@dol.gov (Monica Gloster, Contract Specialist). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSALS. A prospective offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database, prior to contract award.
