Editable Version of SF25 Performance Bond (Attachment 04) Editable Version of SF24 Bid Bond (Attachment 03) Editable Version of Past Performance Questionaire (Attachment 02) Complete Solicitation HSHQPD-15-R-00001 This is a combined synopsis/solicitation for a commercial item prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 13.5, Test Program for Certain Commercial Items, and the format in FAR Subpart 12.6, Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. The United States Department of Homeland Security (DHS) Office of Procurement Operations (OPO) on behalf of the DHS Directorate of Science and Technology (S&T) Plum Island Animal Disease Center (PIADC) is contemplating the award of a Firm Fixed Price (FFP) contract resulting from this solicitation and is requesting proposals for one (1) new ferry, similar in design and construction to vessels commonly referred to as a "crew boat," that is capable of transporting passengers, freight, and vehicles in and around the waters of Eastern Long Island Sound and Gardiner's Bay in New York and Connecticut. This new ferry falls under the North American Industry Classification System (NAICS) code 336611, Ship Building and Repair, and is compliant with United States Coast Guard (USCG) requirements and the Code of Federal Regulations (CFR), Title 46, Shipping, Subchapter T - Small Passenger Vessel (for vessels under 100 gross tons and not exceeding 149 passengers). The new ferry, described in general as an aluminum-hulled ship, roughly 120 feet long and 28 feet wide, accommodating up to 149 passengers and carrying up to 20 long tons of cargo, achieving speeds around 24 knots, is considered to be a commercial item, and will be will be constructed in the United States in compliance with the Merchant Marine Act of 1920 (P.L. 66-261), also known as the Jones Act. The detailed Description of the Requirement, referred to below in the Contract Line Items Numbers (CLINs), is included herein. CLIN 0001: Marine vessel on a FFP basis (see attached Description of Requirement). (Option Line Item) Product/Service Code: 1910 Product/Service Description: Transport Vessels, Passenger and Troop CLIN 0003: Additional cabin/conference space on a FFP basis (see attached Description of Requirement). (Option Line Item) Product/Service Code: 1910 Product/Service Description: Transport Vessels, Passenger and Troop Delivery is expected within 730 days after receipt of order (ARO). This Request for Proposal (RFP), numbered HSHQPD-15-R-00001, is issued by: DHS PIADC 40550 Route 25 Orient Point, NY 11957 The Contracting Officer is Mr. Joseph P. Pianese. The Contract Specialist is Mr. Robert Marosz. This acquisition is a 100% set-aside for small business. Under the NAICS code 336611, the standard size (number of employees) is 1,000. This solicitation incorporates by reference FAR clauses 52.212-1, 52.212-4, 52.212-3, and 52.212-5, which are attached. As stated in the Instructions, Conditions and Notices section, please submit your proposal via e-mail no later than 12:00 p.m. (noon) Eastern Time on Monday, March 30th, 2015 to the following addresses: Joseph.Pianese@hq.dhs.gov and Robert.Marosz@hq.dhs.gov. Late submissions will not be accepted. A recommended, non-mandatory, pre-proposal half-day site visit of Plum Island will be open to prospective offerors on Wednesday, February 18th, 2015 (alternate date of Thursday, February 19th, 2015 in the event of inclement weather), in order to provide an opportunity to view the M.S. Shahan II, the PIADC harbors, mooring arrangements, and typical routine operations, with a follow up questions and answer session. Requests to participate must be submitted via e-mail to Messrs. Pianese and Marosz no later than 3:00 p.m. ET on Monday, February 2nd, 2015. Only two participants, pending individual security/background checks, per prospective offeror/company will be allowed. In the meantime, if you have any initial questions and/or comments, please submit them in writing to the e-mail addresses above, on or before 12:00 p.m. (noon) Eastern Time on Monday, February 2nd, 2015.
