- This is an RFI to find out if there are any contractors able to perform the attached PWS. BACKGROUND: The Office of Rural Health's (ORH) mission is to improve access and quality of care for enrolled Veterans by developing evidence-based policies and innovative practices to support the unique health care needs of the nearly 3.2 million enrolled Veteran's (36% of the total enrolled Veterans) residing in rural and highly rural areas of the country. The VA ORH was established in 2007, as mandated by Public Law 109-461, to conduct, coordinate, promote, and disseminate studies and analyses of issues affecting Veterans living in rural and highly rural areas. ORH's strategic goals are to: 1.Promote health and well-being in the rural Veteran population; 2.Generate and diffuse knowledge regarding rural Veterans' health; 3.Strengthen community health care infrastructure where rural Veterans reside; and 4.Inform health care policy that impacts rural Veterans and rural health delivery. While ORH has developed a robust communication network, its reach into the wider rural health care community is limited. Two main reasons are that most VA health care facilities are located in urban areas and VA's entry into rural health care delivery issues and rural health policy is fairly recent. PURPOSE: In order to more widely disseminate rural Veteran study results, share best practices in rural healthcare delivery, increase education and training for providers treating the unique conditions in rural Veterans, to better inform and shape policy initiatives relevant to rural Veterans, and further advance rural Veteran population health, ORH is looking for a contractor partner with a broad and deep reach into the larger rural health care community. This partnership will help VHA increase awareness of rural Veterans' health issues and find solutions to address barriers to care in the wider rural health care community. The contractor shall provide all resources necessary to accomplish the deliverables described in the Performance Work Statement (PWS), except as may otherwise be specified. The purpose of this PWS is to obtain contractor support to generate knowledge and widely disseminate results from projects, programs, and studies sponsored by ORH on rural Veterans, rural health policy and best practices in rural health care delivery.
