Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for REPAIR ELECTRICAL SYSTEM, BLDG 443A, 443B, 443C, 443D, MCAS FUTENMA, OKINAWA, JAPAN (ESR 015-12). This projec/work includes but not limited to repair all 400 Hz distribution system including 4 each frequency converter, switches, main/branch panelboards, cables and duct, handholes among switch houses, Bldg. 443A, 443B, 443C and 443D, if found necessary, replace with new safety disconnect switch and enclosed circuit breaker with circuit on exterior wall. Estimated cost range is between $500,000 and $1,000,000 (JPY51,971,950 and JPY103,943,900) Offerors can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. This solicitation is intended only for local sources which are resident and licensed to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors must be registered to do business in Japan and possess a Construction License (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or Prefectural Government and a copy of a Registration Certificate (Kaisha Tokibo Tohhon) issued by Japanese Ministry of Justice. The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any Offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.
