- This synopsis replaces the synopsis for N69450-14-R-1259 that was not issued in FY14. Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a competitively negotiated Firm-Fixed-Price (FFP) single award indefinite delivery indefinite quantity Job Order Contract (JOC) for Naval Station Guantanamo Bay, Cuba. The work will be performed solely at Naval Station Guantanamo Bay, Cuba. This design-bid-build solicitation notice is being advertised full and open competition to all interested businesses. The contractor will be required to provide all labor, materials, equipment and supervision for Task Orders issued under this contract, which will include either single discipline or multi-discipline minor construction and/or repair projects ranging in size from $25,000.00 to $1,000,000.00, at Naval Station Guantanamo Bay, Cuba. A Pre-Proposal Conference and Site Visit is tentatively scheduled for 04 March 2015. Details of the pre-proposal conference and site visit will be provided in the solicitation. NOTE: Guantanamo Bay Travel and Entry information “ Access to Guantanamo Bay, Cuba is tightly controlled and a minimum of fifteen (15) days advance notice is required after the receipt of the completed entry clearance form. ALL forms provided in the RFP will have a limited turnaround in order to accommodate contractor personnel for the site visit. Requests submitted after DEADLINE LISTED in solicitation are subject to rejection due to insufficient time for processing. Details of the pre-proposal conference and site visit will be provided in the solicitation when issued. Anticipate all required site access forms to be due no later than 12 February 2015. (Flights: 03 March 2015 “ 06 March 2015) Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued. **************************************************************** Procurement Method: This is a negotiated procurement utilizing a best value source selection process. Award will be made to the offeror whose total price and non-price proposal offers the best value to the government. Proposals will be evaluated on total price for the project. **************************************************************** The NAICS Code for this procurement is 236220. **************************************************************** Estimated cost: Job Order Contract (JOC) will be awarded as not to exceed $30,000,000. **************************************************************** The contract term will be a base period of (1) year with four (4) option years. Only the base period of the contract will offer a minimum guarantee. **************************************************************** This is a new procurement. It does not replace an existing contract. No prior contract information exists. **************************************************************** The proposed contract will be solicited inviting full and open competition. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ or FedBizOps (FBO) https://www.fbo.gov/ when it becomes available. The solicitation should be available at this site on or about 04 March 2015.
