***THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE.*** The Department of Veterans Affairs (VA), NCO 23 Construction Contracting Office, located in Johnston Iowa intends to issue an Invitation For Bid (IFB) to award a single, firm fixed-price contract for completion of construction project# 636-311, "Renovate and Expand Space for Patient Support Services", located at the Iowa City VA Health Care System, Iowa City, Iowa. The winning contractor is to provide all labor, materials, tools, supplies, equipment and supervision necessary to perform and complete all work for the construction project. Work includes, but not limited to, complete and partial demolition and reconstruction of select buildings, asbestos abatement, exterior utilities, roadway/parking. Some work must be done after normal working hours and limited down time for utilities identified per documents. Work will involve phasing and maintaining access to medical center employees within and near construction areas as identified by documents. This notice is for the informational purposes only and is not an invitation for bid. The government in not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. Work is to be completed within 480 calendar days from the notice to proceed (NTP). Specifications and drawings for submitting a bid will be available at (http://www.fedbizopps.gov/). All respondents must be registered in the SAM database (http://www.sam.gov) and complete online Representations and Certifications at (http://orca.bpn.gov), along with Vets 100 at (http://vets.dol.gov/vets100/). Bidders must be registered in VetBiz at (http://www.vetbiz.gov/). Amendments to the solicitation will be posted at (http://www.fedbizopps.gov/). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed. All questions must be submitted in writing to the issuing office via email to (benjamin.smith8@va.gov). IFB issue date is tentatively scheduled for February 2, 2015. The Pre-bid meeting/site-visit will be announced upon solicitation issuance. Bid opening date is tentatively scheduled for March 3, 2015 1:00 pm (CST -local time). Exact date and time will vary depending on issuance of the solicitation. The applicable NAICS Code is 236220, with the applicable size standard being $36.5 million.
