Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-15-Q-0735. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. NAICS Code is 483111. Size standard is $27.5 Million. NUWC Division Newport intends to lease the following items on a Firm Fixed Price basis. This item will be ordered under a single CLIN: Item of Requisition Short Text Reference Document Quantity Total Value (FFP) 0001 Lease of Trailers 2 $ Required delivery is 1 day after award, F.O.B. Destination Naval Station Newport; Newport, RI. It is expected to place a purchase order with Central Gulf Lines, Inc. NUWC determined Central Gulf Lines, Inc. is the only known source able to meet the Government's minimum needs and can meet the Government's schedule at a reasonable price. NUWC made this determination because of the remote location of the requirement at which Central Gulf Lines already has assets available. The Navy would incur a significant risk of damage due to additional movement of cargo. In addition, the movement and storage would potential cause major delays and potential work stoppage in critical testing, research, and training, all which supports the Virginia Class submarine fleet. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factor is lowest price technically acceptable. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Offers must be submitted electronically to brian.rochelle@navy.mil.
