Description
THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. A solicitation for an 8(a) Multiple Award Construction Contract (8(a)MACC)) for the Naval Facilities Engineering Command (NAVFAC) Washington will be posted on the Navy Electronic Commerce Online (NECO) website in or after February 2015. The intent of this notice is to identify potential offerors for general construction type projects valued between $100,000 and $2,000,000 in the NAVFAC Washington (Washington, D.C., Virginia, and Maryland) area of responsibility. The Contractor shall provide all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation, to perform all of the services described in the plans and specifications for each task order. The contracts will be for 12 months (base year) and 2 one-year option periods. The estimated maximum value for all contracts combined is $99,000,000. This procurement is set-aside for eligible 8(a) firms located within the geographical area serviced by the SBA Baltimore District Office and the SBA Washington Metropolitan Area District Office. The North American Industry Classification System (NAICS) Code that applies to this acquisition is 236220 “ All Other Specialty Trade Contractors, with the annual size standard of $36.5M. The solicitation utilizes Lowest Price Technically Acceptable (LPTA) best value source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. The solicitation will result in up to six (6) Multiple Award Construction Contract (MACC) awards. The best value offeror will receive one of the MACC awards, as well as the initial/seed project. The remaining best value offerors selected will receive a MACC award that will include a minimum guarantee of $25,000. A Sources Sought was issued on February 27, 2014 under Solicitation #N40080-14-R-0454 for responses from potential qualified Small Businesses, local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) for two Multiple Award Construction Contracts (MACCs). Based on responses received, this will be set aside for 8(a) businesses. This MACC contract will replace a MACC contract for similar services awarded in 2012. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. The solicitation will be listed as N40080-15-R-0152 on the Navy Electronic Commerce Online website (NECO) at: https://www.neco.navy.mil/index.aspx. A Vendor User Guide is available for download at the site, as well as the NECO Help Desk contact phone number for any issues/questions related to the website. Ensure you register with the site so you will receive emails applicable to your solicitation in the event of any modifications/amendments, and/or any changes regarding this solicitation and/or solicitations of interest. REMINDER: It is the contractors ™ responsibility to check the NECO and FBO websites for all amendments to the subject RFP. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) database.
